Job Description

The Regional Results and Learning Officer is responsible for:

  • Strengthening the system’s use of accurate real-time data to improve management and;

  • Ensuring that lessons are generated to demonstrate the effectiveness and impact of SESIL’s interventions.

  • Supporting the DSSCs in the collection, analysis and use of M4R data, including verification data, at the school, LG and regional office level (approx. 50% of time).
    This Includes:

  • supporting head teachers, SASs, DISs with the submission and analysis of data;

  • supporting LGs to access and analyse the M4R and inspection dashboards, tracking the extent to which the 5Ds is happening, intervening as appropriate where they are not, and;

  • Identifying bright spots in the data for follow-up by LGs and DSSCs.

  • Supporting the RAL Lead in coordinating and implementing SESIL’s research activities and evaluations in the region and sub-region (approx. 50% of time), including:

  • Coordinating radio monitoring data collection from Local governments, parents, headteachers, teachers, and other stakeholders;

  • Coordinating CLL data collection from local governments, and;

  • Coordinating content development for communications and learning products, including stories of change.

    Cross-cutting the responsibilities above, the Regional Results and Learning Officer will be responsible for:

  • Sharing of findings and reports from weekly and monthly activities and monitoring visits during weekly and monthly meetings at the regional level.

  • Supporting the training of programme staff, partners and stakeholders on programme monitoring and evaluation tools and other relevant M&E activities at the regional level.

    As a member of the RAL Team, the Regional RAL officer will be based in the Western Region to:

  • Support LGs, communities and DSSCs in the region to implement SESIL’s Managing for Results (M4R) to ensure the 5 Ds are effectively and efficiently implemented

  • Oversee the generation of programme evidence and learning in the region to inform SESIL and our clients about whether its strategies are working and help the programme and implementation team to continuously improve and do
    things better.

  • Support the generation of communication products from the region and dissemination of programme learning at the regional and sub-regional level.

  • Based in the regional office, the position will require approximately 50% travel time.

    Candidate Specification

    Required Skills, Competencies and Experience

  • Commitment to, understanding of, and passion for supporting education programming and improving the delivery of quality education services to children in Uganda.

  • Experience implementing M&E strategies, frameworks systems and tools.

  • Excellent at collection and analysis of quantitative and qualitative data

  • Experience working with local, national and international technical advisers.

  • Ability to establish priorities, plan and execute personal and project work plans.

  • Clear and effective written and oral communication skills in English.

  • Excellent organizational skills, including reporting and record-keeping.

  • Understanding of the education sector in Uganda at the local government (district) level, the school and community level, and with NGOs.

  • Teamwork and excellent interpersonal skills.

  • Self-motivated and able to work with minimal supervision.

  • Excellent at thinking strategically and creatively. Able to solve problems, meet/exceed goals and generally “get the job done.”

  • Able to present the project’s image, competencies, and objectives in a professional manner.

  • Willingness to work outside of regular office hours to meet project objectives and targets.

  • Efficient and comfortable with regional and national travel.

    Qualifications and Experience

  • A degree in M&E, social science, or other relevant fields.

  • Proficiency in Microsoft Excel, Word, and other statistical packages highly preferred.
