SESIL (Strengthening Education Systems for Improved Learning), is a four-year education programme designed to improve the quality and equity of measurable learning outcomes at lower primary level in Uganda.
SESIL will do this by strengthening the systems needed to manage and raise the performance of five key drivers of learning outcomes: pupil attendance, teacher attendance, absence of violence against children, teacher time on task and head teacher learning leadership.
SESIL is implemented with funding provided by the UK’s Department of International Development and is managed by Cambridge Education.
Working with the Ministry of Education and Sports (MoES), SESIL will support the realisation of two of the MoES’ three strategic objectives as outlined in its Education Sector Plan (ESSP) 2017/18 – 2019/20, specifically:

The expected result is an increase in literacy and numeracy proficiency at the end of primary 3.
The programme will work with and through the MoES, other central agencies, and with local governments in around 20 districts in West Nile and in the Eastern Region of Uganda.
Initially SESIL will work in ten in each region, moving to the other ten in the second year.
Managing for results (M4R), lies at the heart of SESIL’s approach.
M4R involves working with stakeholders across the education system to identify and understand what currently prevents elements within the system from working efficiently.
Once system blockages are identified, stakeholder are supported to come up with solutions and course-correct, using simple management routines at central and decentralised levels.
SESIL will deliver a range of interventions to support districts and schools to improve learning for all children through better managing for results.
The interventions are inter-connected and mutually dependent and will strengthen the education system in a lasting and sustainable way.

Job Description
You will assist the Team leader with all aspects of programme management and deputise for him or her as required.
The DTL will support the technical
The DTL will have direct oversight of internal programme M&E, SESIL communications and knowledge management, and management of downstream partners.
The DTL will undertake regular field visits to support the decentralised SESIL engagement at local government level. The DTL also be responsible for development of regular technical reports to the Client.
The overall aim of the DTL role is to ensure that this innovative programme delivers the intended outcome of improved learning outcomes.
