Specific Roles and Responsibilities
The Deputy Team Leader will be responsible for overseeing the technical delivery of the HPF3 programme ensuring that the programme meets client requirements of delivery of the Basic Package of Health and Nutrition Services (BPHNS) and additional cross-cutting indicators.
As well as leading on technical aspects of the HPF, ensuring the delivery and quality of HPF technical outputs.
Technical oversight
Ensure that the technical delivery of the BPHNS meets required standards as per national guidelines.
Act as main
liaison between HPF3 and the Ministry of Health (MoH). Ensure that the technical team is actively participating in all the relevant MoH Technical Working Groups (TWGs) and other forums.
Ensure that individual technical workstreams are aligned with implementing partner costed workplans and broader programmatic objectives.
Proactively seek short-term inputs for activities needed to support the in-country team.
Manage consultants and quality assure their work products.
Ensure that MEL functions provide actionable data for programme decision-making.
Support the quality improvement process, make sure that quarterly improvement meetings take place and follow-ups are conducted by the technical team.
Oversee all technical issues brought up by implementing partners under the programme.
Oversee the technical team’s supportive supervision field visits ensuring they align with IP costed workplans and feedback from quality improvement meeting.

Update/review the project’s workplan and logframe as needed.

Monitor progress against the logframe indicators, in close coordination with the technical leads of each workstream.
Client reporting & interface
Conduct quality assurance of key reports as specified in the Project’s terms of reference.
Represent HPF3 at scheduled client meetings, donor meetings, steering committee meetings and other ad hoc meetings as required.
Personnel management & team coordination
Line manage the Health Service Stabilisation Manager, MEL Manager, Communications Manager and Community Engagement Manager.
Support clear coordination between technical and MEL teams with finance and contracts team.
Liaise closely with counterparts and participate actively in Senior Leadership Team meetings.
Actively support performance management of the whole technical team.
Escalate risks and flag delays in outputs.
Deputise for the Team Leader when needed
Essential
MPH or equivalent Master’s degree
Experience delivering large scale/complex health programmes
Experience working with the UK Foreign, Commonwealth and Development Office (FCDO) or the former Department for International
Development (DFID) or related programmes
5-10 years’ relevant experience
Experience managing large teams, ensuring effective performance management and mentoring
Exceptional drive, and a willingness to work hard to deliver high quality outcomes
Strong time management, organisational and communication skills, and exceptional attention to detail
Excellent written and spoken English, with the ability to write accurate and relevant reports
Excellent problem-solving skills, with experience of seeking creative ways to overcome complex problems
Microsoft Office proficiency (Word, Excel, PowerPoint, Outlook, SharePoint)
Desirable
Experience of working in South Sudan or in fragile, conflict-affected states
