Mombasa County Public Service Board is looking for suitable qualified and competent persons for the following positions within the County Government:

Director of Physical Planning

Requirements for appointment to this position:

  • Be a Kenyan citizen;
  • Possess a Masters Degree in Urban and/or Regional Planning from a recognized University;
    be a Registered Physical Planner of five or more years with the Physical Planners
  • Registration Board or relevant professional body
  • Must have worked as a planner in a public office for a minimum of Ten (10) years;
  • Have demonstrated professional competence, administrative ability, integrity and result oriented;
  • Meet the requirements of Chapter Six of the Constitution of Kenya; and
  • Attended and successfully completed the Strategic Leadership Development Programme
  • Certificate in computer applications skills from a recognized institution
  • Demonstrated merit and ability as reflected in work performance and results.

    Duties and Responsibilities:

  • Interpretation and Implementation of the Physical Planning Act (Cap 286), and any other law(s) that may be enacted to guide the physical planning functions.
  • Provision of advice to the national and county government on spatial planning matters.
  • Coordination and Preparing physical development plans, undertaking feasibility studies on Physical, Social, Economic and Environmental characteristics
    Coordination and Preparing county spatial plan including Towns/local centers development plans, Special areas plans, Subject/ thematic plans
    Coordination Vetting and verification of building plans, regulation of the use of land, execution of development control and preservation orders.
  • Provision of advise on matters concerning land alienation to the National Land Commission and County governments and appropriate use of land such
    as change of user, extension of user, extension of lease, subdivision of land, amalgamation of land, and processing of environmental impact assessment
    Management of the planning function including maintenance of physical planning records and data bank, Formulate county physical planning laws, Preparation of annual reports on the state of county physical planning, Conduct research on physical planning matters, Implementation of physical planning standards, Custodian of all plans
  • Resolving conflicts arising from physical planning processes
  • Initiating and undertaking research on urbanization strategies and policies
  • Collaborating with local, regional, international stakeholders and National Land Commission and County Governments on matters related to crossborder physical planning.
  • Monitoring, reporting and tracking
    Compliance, Enforcement and Development Control
    Preparation of budgets and work plans
  • Any other relevant duties as may be assigned to him/her by the Chief Officer
