  • The task of the Economic Policy Analyst will be to systematically track the implementation of policy recommendations resulting from the EGF through interviews, primarily with government officials, but also with the private sector and other stakeholders in addition to detailed desk research [e.g., review of budget framework papers, work plans of line ministries) as well as basic data analysis.

  • The key deliverable of the assignment will be a ring the implementation status of different EGF recommendations along with an assessment of barriers preventing further and deeper policy impact. The Economic Policy Analyst will be attached to and supervised by the Head of Macroeconomic Policy Department at the Ministry of Finance, Planning and Economic Development for a period of nine months (January 2021 – September 2021). .

    Education and Work Experience

    • Honours Degree from a recognized University

    • Master’s Degree in Economics or Master’s in Business Administration, Master’s in Economics & Statistics

    • At least three years of work experience in economic analysis and research within the Public or private sector.

    • Past experience in organizing conferences and events on

    Duties and Responsibilities

    • Work closely with the Department of Macroeconomic Policy and the International Growth Centre Uganda on developing a monitoring framework and outline methods for data collection (e.g., questionnaires) to track the implementation of policy recommendations from the Economic Growth Forums.

    • Track and monitor the implementation of EGF policy recommendations.

    • Activities here will include, but not be limited to: Reviewing, summarizing and verifying information
    detailed in government documents such as Budget Framework Papers, the work plans of line ministries, the Public Investment Plans, the

    • Annual Budget Performance Reports and other documents. The Ministry of Finance, Planning and Economic Development may make available confidential documentation for the purposes of this project.

    • Interviewing officials from public and private institutions regarding knowledge of the Economic Growth Forum, the implementation status of recommendations as well as perceived barriers to enhanced policy implementation in their field of operation.

    • Verify the implementation of recommendations through in person visit at institutions or sites.

    • Report on a rolling basis to the Head of Macroeconomic Policy Department on progress made and challenges encountered in collecting information and tracking the implementation of recommendations. This may include regular written updates.

    • Work with the project leadership on the final report, eventually to be presented at the Economic Growth Forum V, tentatively scheduled for September 2021.
