Objective of the AssignmentThe primary responsibility of the Social Safeguards Specialist under the PIU will be to coordinate and provide technical supervision, monitor and report on Social safeguards in line with the national laws and in conformity with the Social
Safeguard guidelines of the World Bank and international best practices under the project.
Scope of WorkThe scope of work will include but is not limited to the following:-
Supervise the Implementation of Laws, Policies, Regulations, and World Bank guidelines for social safeguards management within the project.
Identify and incorporate social safegaurd and other cross-cutting issues in planning, design and implementation across the project implementing institutions, including for refugees.
Prepare reports (periodical reports, midterm reviews and completion Reports) and other documentation in regard to social safeguards across the project.
Monitor the implementation of social safeguard activities to ensure compliance with National Policies, Regulations, Strategies, Standards, Plans, World Bank guidelines, and agreed safeguard instruments (Environmental and Social Management Plan (ESMP), Resettlement Policy Framework/Resettlement Action Plan (RPF/RAP) and Vulnerable and Marginalized Groups Framework (VMGA) and how they are applied in RHDs in liaison with refugee stakeholders (OPM, UNHCR and INGOs);.
Identify common sources of grievances in the project, design and appropriate standardised redress mechanisms for Supervise and monitor the preparation and implementation of Resettlement Action Plans (RAP), and Social Impact Assessments.
Supervise and coordinate community outreach, sensitization and mobilisation to ensure that the Resettlement Action Plans, Social Impact Assessment processes and Social safeguards are well implemented.
Supervise and coordinate post Resettlement Action Plans (RAP) and Social audit to ensure that all the social impacts are addressed.
Prepare social safeguard work plans, schedules and budgets to the Project Manager for consideration and approval.
Monitor regular social safeguards capacity development of Consultants, and Contractors during project implementation, including conduct of project awareness, communication and sensitization activities;
Supervise and coordinate the promotion and integration of social aspects such as gender, child protection, HIV/AIDs, social inclusion, land acquisition and compensation of the EASP.
Advise and/or participate in the design and implementation of operational mechanisms that take into account social opportunities, impacts, constraints and risks under the project.
Carry out any other duties as assigned by the Project Manager (PM) provided these duties contribute to achieving the development objectives of the EASP project.
Person specifications
Qualifications
Bachelor’s Degree in Social Sciences/Social Work and Social Administration/Development Studies/Counselling and Guidance from a recognised Institution.
Master’s Degree in Social Sciences/Social Work and Social Administration/Development Studies/Counselling
and Guidance from recognised Institution.
Experience
At least eight (8) years of relevant professional experience in social safeguards management four (4) of which must have been at a senior level in government or a reputable organisation.
At least four (4) years of relevant experience in the implementation of largescale projects in regard to social safeguards related work financed by Multilateral/Development Financial Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent.

Duration of the Assignment
The Social Safeguards Specialist shall undertake the assignment on a full-time, EASP project-exclusive basis for a period of three (3) years renewable subject to satisfactory performance.
Reporting Obligations
The Social Safeguards Specialist will report to the EASP Project Manager/PIU.
Duty Station
The Social Safeguards Specialist will be based in the offices of the Ministry of Energy and Mineral Development, Kampala, Uganda, with travels to project implementation areas / sites as and when the need arises.
