Objective of the AssignmentThe primary responsibility of the Project Manager will be to oversee the implementation and management of all the project activities under the EASP, including reporting to all the stakeholders on the performance as regards the works and financial progress of the EASP project throughout the different phases of preconstruction, construction, and post construction.
The Project Manager will be responsible for the overall implementation of activities and monitoring of the performance of consultancy, material supplies and construction works, quality and risk management, fiduciary management, environmental and social safeguards, and other aspects connected to the
implementation of electricity grid infrastructure and service connections.
Scope of WorkThe scope of work will include but is not limited to the following:-
Provide overall professional project management services for grid extension and strengthening, and electricity service connections under the EASP.
Put in place a comprehensive project implementation plan and ensure its effective monitoring and update to ensure that identified projects are being completed in a timely and cost-effective manner in line with its outputs and disbursement plans to maximize impact
Ensure that the project is implemented in accordance with the Project Implementation Optimization Plan at the MEMD-PIU.
Furnish the Project Coordination Manager (PCM) with evidence in relation to the fulfilment of performance-based conditions.
Ensure the PIU works effectively with refugee stakeholders including OPM, UNHCR and INGOs and implements appropriately for the specific context in refugee hosting districts.
Develop a comprehensive roll-out plan for electrification, including grid extension and reinforcing, densification, intensification and service connections across the country based on the outcome of the planning
stage of the project and present to the relevant stakeholders.
Provide risk and quality management services for grid extension and strengthening, and electricity service connections under the EASP.
Coordinate the review and approval of designs for grid extension and strengthening, and electricity service connections as well as the respective materials.
Prepare timely monthly and quarterly project implementation progress reports (and any other reports that may be required) before their submission to World Bank and other stakeholders as required, highlighting
key challenges and remedial plans, assessing implementation performance vis-à-vis agreed milestones and disbursement targets.
Prepare and submit timely EASP work plans and budgets to MEMD before submission to the World Bank for consideration and approval.
Review and approve all payment certificates for contractors, consultants, material suppliers, as well as other payments under EASP.
Carry out reviews and assessments of EASP performance and make recommendations to MEMD Top Management and World Bank for consideration.
Put in place a system to monitor the performance of staff under the MEMDPIU, respond to immediate staff needs to remove impediments to project implementation, and maintain a dedicated team to EASP.
Put in place a management mechanism where the project risk management matrix is in place and is reported upon, remedial actions agreed and executed to ensure effective project delivery;
Review in a timely manner reports from Grid Expansion and Connection Managers, and other service providers and provide guidance and support to the implementation of their recommendations.
Ensure all contractors and service providers under the EASP have valid contracts and their performance is regularly reviewed, proper feedback given, terms and conditions enforced, and where necessary renewals are
made in a timely manner.
Ensure that an appropriate and robust accounting and
auditing system and mechanism for electricity connection materials is established both at the project level and service provider level.
Coordinate material supplies and storage, contracting and consultancy services, judiciously assessing their performance in line with their contracted deliverables and terms/conditions for timely payment of their
claims to facilitate timely project execution.
Carry out any other duties as assigned by the Director, Energy Resource Development provided these duties contribute to achieving the development objectives of the EASP project.
Persons Specifications
Qualifications
Bachelor of Science Degree in Engineering (Electrical/Mechanical/Power Systems/Civil), Economics, Finance,
Business Administration from a recognized University/Institution.
Master’s Degree in one of the following fields: Engineering (Electrical/Mechanical/Power Systems/Civil/Power Systems/Power Economics), Renewable Energy, Energy Systems, Project Planning & Management, Business Administration from a recognized University/Institution.
Registration with the relevant Professional Body.
Experience
At least ten (10) years of relevant professional experience, five (5) of which must have been at senior level in project implementation and management position(s) related to the design and construction of electricity distribution or transmission infrastructure projects, including substations.
Specific experience in managing the implementation large-scale infrastructure projects (minimum US$100 million cumulative across multiple projects) in the electricity sector financed by Multilateral/ Development Financial Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent will be an added advantage.

Duration of the Assignment
The assignment shall be for an initial period of three (3) years, renewable subject to satisfactory performance.
Reporting Obligations
The Project Manager will report to the Director – Energy Resources Development (ERD).
Duty Station
The Project Manager will be based in the offices of the Ministry of Energy and Mineral Development, Kampala, Uganda, with travels to project implementation areas / sites for monitoring or as and when the need arises.
