Objective of the AssignmentThe role of the Connections Manager is to oversee the planning, design
implementation and management of the electricity service connections component
under the EASP.
Scope of workThe scope of work will include but is not limited to the following:-
Supervise and monitor the implementation of the EASP last mile electricity service connections, productive use of electricity and marketing activities.
Identify implementation risks and opportunities, and make appropriate recommendations with the intention of achieving the electricity service connections targets.
Ensure compliance with relevant technical specifications of electricity connection materials and equipment, safeguards, fiduciary and other project requirements in regard to the electricity connections component.
Supervise the electricity service connections that will result from grid expansion schemes under the project.
Work with the Coordinator of energy access in RHDs to ensure appropriately adapted implementation of electricity connections within RHDs.
Ensure compliance to the established accounting and auditing system and mechanism for electricity connection materials both at the project level and service provider level.
Supervise the timely verification of completed connections by the Independent Verification Agent(s) and approve the verification reports.
Initiate the necessary processes for the disbursement of funds for electricity connections to the various Service Providers and consultancies are undertaken in a timely manner.
Oversee the management and enhancement of the project electricity connections database and ensure linkage with other/central databases where necessary.
Supervise the preparation of monthly and quarterly reports on activities undertaken under the EASP electricity connections component.
Ensure that SPs, IVAs and other stakeholders comply with relevant environmental and social safeguards, fiduciary and other project requirements.
Monitor the performance of staff under the Electricity Connections Unit of the project, respond to immediate staff needs to remove impediments to project implementation, and maintain a dedicated team.
Carry out any other duties as assigned by the Project Manager provided these duties contribute to achieving the development objectives of the EASP project.
Person Specifications
Qualifications
Bachelor of Science Degree (Honours) in Engineering (Electrical/ Mechanical/Power Systems)/ Economics/ Finance/ Business Administration from a recognized University/Institution
Master’s Degree in one of the following fields: Engineering (Electrical/ Mechanical/Power Systems/Power Systems/Power Economics), Renewable Energy, Energy Systems, Project Planning & Management/ Economics/Business Administration from a recognized University/Institution
Registration with the relevant Professional Body.
Experience
At least ten (10) years of relevant professional experience, five (5) of which must have been
at senior level in project implementation and management position(s).
Specific experience in managing the implementation of large-scale projects (minimum cumulative value of US$ 50 million across multiple projects) in electricity access related work financed by Multilateral/Development Financial
Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent will be an added advantage.

Duration of the Assignment
The assignment shall be for an initial period of three (3) years, renewable subject to satisfactory performance.
Reporting Obligations
The Connections Manager will report to the Project Manager-PIU.
Duty Station
The Connections Manager will be based in the offices of the Ministry of Energy and Mineral Development, Kampala, Uganda, with travels to project implementation areas / sites for monitoring or as and when the need arises
