Milling Science & Management Scholarships

1.I have an advanced certificate in milling technology and the degree course is offered at Kansas state university as Milling science & management management. I have tried to check for the scholarship but in vain . Is it because sponsors don't know about it or what?

2. Most of the scholarships are for Masters & Doctorates and Africa being a developing continent why cant the undergraduate sponsorships be increased?

Undergraduates need scholarships for 3 - 4 years. The same amount will have sponsored 3 - 4 individuals at postgraduate master's level. it is therefore more beneficial to sponsor master's students...or so the argument goes.
