General Description of Position

  • The Regional Judicial Reform Specialist will be Feteh’s representative in the Amhara National Regional State for judicial reform related activities.

  • S/he will be responsible for planning, coordination, implementation and follow-up of all activities related to the Amhara Regional Supreme Court (ARSC).

    Specific Tasks and Responsibilities

  • The Employee will undertake work in Bahir Dar, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID).

  • Under the direct supervision of the Regional Coordinator and reporting jointly to the Chief of Party (COP) and Deputy Chief of Party (DCOP), the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:

  • Provide support to and follow up regarding ongoing legal and judicial reforms and related efforts undertaken by the ARSC;

  • Assist in the identification and implementation of additional priority legislative and regulatory reforms;

  • Assist in the compilation and publication of reform documents and reports;

  • Support the ARSC in building capacity of judges and non-judicial personnel in accordance with Feteh’s annual work plan;

  • Organize, monitor and coordinate with external counterparts and Feteh staff all ARSC-related public consultations, workshops, training programs and other programmatic activities;

  • Participate in the development of terms of reference, memoranda of understanding, manuals and other technical documents to be developed in accordance with Feteh’s annual work plan;

  • Support local and international consultants engaged by the Feteh Activity;

  • Collaborate with
    the Communications and Public Outreach Coordinator in gathering information for Feteh’s social media and in drafting Feteh’s success stories;

  • Read and understand clearly Feteh’s work plan and Monitoring, Evaluation and Learning (MEL) Plan, and work closely with the MEL Coordinator to ensure that all ARSC-related activities are carefully measured and clearly communicated to USAID;

  • Prepare and submit weekly, monthly, quarterly and thematic reports as requested by the COP, DCOP and/or Regional Coordinator;

  • Perform other activities as requested by the COP, DCOP and/or Regional Coordinator.

    Job Requirements

  • Advanced law degree.

  • At least 5 years of progressively responsible experience in legal practice, preferably in the region (as public prosecutor or judge, legal academic, attorney, researcher, legal expert, etc.)

  • Very good background and relevant experience in supporting institutional capacity building, preferably in justice reform related projects.

  • Broad understanding of the legal system and current reform initiatives in Ethiopia in general, and region-specific issues and initiatives in particular.

  • Excellent interpersonal skills with demonstrated ability to forge relationships with appropriate regional government entities.

  • High degree of organization, time management, professionalism, integrity, trustworthiness and flexibility.

  • Fluency in written and spoken Amharic and English.

  • Technology-literate – PC skills, MS Word, Excel, PowerPoint, Internet.
