Project BackgroundLaunched in February 2019, the USAID funded Feteh (Justice) Activity in Ethiopia provides flexible, rapid technical assistance response to its Ethiopian partners in the process of legal and judicial reform.
Feteh’s partners include the Federal and Regional Attorney General’s Offices; the Federal and Regional Supreme Courts; the House of Peoples’ Representatives; constitutionally mandated democratic and human rights institutions such as the Ethiopian Human Rights Commission, the Ethiopian Institution of the Ombudsman and the Public Defender’s Office; civil society organizations, legal and academic institutions, and the media.
Specific Tasks and Responsibilities
The Procurement Manager (thereafter the “Employee”) will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID).
Under the direct supervision of the Finance and Administration Director (FAD) and reporting jointly to the Chief of Party (COP) and FAD, the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:
Supervise all aspects of subcontracting of vendors providing goods and technical services including the drafting of subcontracts, approval requests, USAID waivers and vendor subcontracts;
Manage the overall Program procurement process for goods and services;
Provide strategic input into procurement policies and procedures;
Oversee the Requests for Proposals (RFPs),
Requests for Quotes (RFQs), and bid analysis process in compliance with USAID’s and Millennium DPI’s procedures and regulations;
Serve as Feteh’s authority on detailed systems and procedures for management of procurement of goods and services;
Prepare requests
for waivers of procurement regulations as appropriate or necessary for program operation commodities as directed by the FAD;
Draft purchase orders and other compliance-related documents;
Ensure that all local procurement complies with Millennium DPI’s procedures and USAID regulations;
Ensure effective and efficient reception of goods and services;
Provide ongoing training to Feteh’s administrative staff in the application of procurement procedures;
Work with FAD to negotiate contracts for purchase of office supplies;
Supervise all aspects of procurement process, including drafting of procurement memos, RFQ/Ps, collection/organization of offers, supporting COP in approval requests for USAID, purchase orders, service agreements, and other documents as needed.

Keep abreast of the regulations and requirements for contracts as required by USAID;
Coordinate with the FAD on addressing procurement issues pertaining to VAT processing and reporting for program operation costs;
Maintain effective procurement documentation and records in compliance with Millennium DPI’s and USAID’s policies and procedures for all program operation costs;
Directly supervise the Procurement
Assistant;
Undertake other duties as appropriate and as assigned by FAD.
Job Requirements
BSc/BA or MBA in procurement, business, finance, or related field
Minimum five (5) years of previous experience in procurement management.
Excellent negotiation and problem-solving skills.
Strong analytical, interpersonal, and communication skills.
Flexible to travel to meet vendors and suppliers as necessary.
High degree of organization, professionalism, integrity, trustworthiness and flexibility.
Ability to use discretion when working with confidential documents and information.
Fluency in both written and spoken Amharic and English.
Technology-literate – PC skills, MS Word, Excel, PowerPoint, Internet.
