IFAD-funded project implemented by the MicroInsurance Centre at Milliman
BackgroundThe MicroInsurance Centre at Milliman (MIC@M) is currently under contract with the International Fund for Agriculture Development (IFAD) for a 4-year project “Managing risks for rural development: promoting microinsurance innovations” (abbreviated MRRD).
The project goal is to increase resilience, capacity to manage risks and improve livelihoods of poor rural households depending on off-farm and/or on-farm income generating activities in three selected countries: China, Ethiopia and Georgia.
The first year of the project consisted of an assessment of supply, demand, regulatory environment, distribution channels, and IFAD programming to gain a clear understanding of opportunities and constraints at demand, supply, and macro level. In Ethiopia, the team is now pursuing implementation of two areas of work in Tigray and Amhara:
Non-insurance risk management activities, in partnership with organizations such as International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) and Digital Green
Development and piloting of a crop insurance product in partnership with World Food Programme (WFP)
The MicroInsurance Centre at Milliman is currently seeking a local project manager in Amhara region to liaise with partners and advance activities on the ground throughout the development and pilot phases, with a possible extension for further phases. Interested candidates will receive an abbreviated version of the project Concept Note via email upon submission of their cover letter and CV.
Key activities to be performed by Local Project Manager - Amhara:
Coordination of activities with local agencies involved in the project (including IFAD, ORDA, WFP, private sector companies and insurers, other (I)NGOs and governmental organizations)
Monitoring of activities’ progress and performance at designated rural field sites (delivery, quality)
Data collection (quantitative and qualitative) through focus group discussions (FGDs), interviews, and meetings with local government officials
Documentation of activities undertaken during the design and pilot phases.
Coordinate the organization of workshops
Support to and coordination with Local Project Manager based in Mekele, Tigray
Support to Country Lead during and in-between MIC@M in-country missions, including translation, interpretation, coordination, reporting.
Assistance with monitoring and evaluation
Assistance with coordinating of knowledge management activities and outputs (ie photo taking, documentation of selected activities)
Qualifications and desired characteristics of Local Project Manager - Amhara:
Fluency in Amharic and English
Work experience in agriculture and/or rural development and/or microfinance
Work experience in project management, coordination, and monitoring
Work experience with public and private sector institutions
Self-starter who takes initiative
Quick learner with keen interest in rural development
Degree in agronomy, rural development, economics.
Mastering of Windows package
Excellent communications skills
Residing in project area (Dessie, Kombolcha or Woldia)
Not employed full-time elsewhere
Expected Level of Effort
The position is expected to begin on April 15th and continue on a part-time basis (about 72 hours per month) through December 2019 (potentially renewable for up to 18 months after that date).
Location
The project manager should be based in Dessie, Kombolcha or Woldia, Amhara and some travel to Addis and throughout Eastern Amhara is anticipated
(travel expenses covered).
Regular virtual communication with the project team is expected, thus a laptop and reliable internet or mobile connection is necessary.
Compensation
The employee will be paid once per month based on the submission of an accurate timesheet with detailed information about the activities conducted. Wages are to be discussed with the project leadership.
