Roles & ResponsibilitiesSupervise the planning, design and implementation of water and sanitation service improvements.Organize and lead the implementation of WASH activities as outlined in the detailed implementation plan in line with donor requirements, and good practices.
Take part in situational analysis of programme areas, field survey and collection of baseline and design data.
Work with County Government, service providers and partners to develop infrastructure development plans and design water and sanitation service improvements.
Advise on potential and unintended impacts of the work on communities, particularly children and vulnerable adults, and how to incorporate safeguarding considerations into service planning and design.
Complete feasibility studies, survey, detailed design, technical drawings, BoQ, reports and approvals for inclusive WASH infrastructure improvement in liaison with relevant technical staff from the government authorities and implementing partners (with standard formats for environmental assessment (EIA), audit, detailed approved design, BoQ, construction quality)
Undertake WASH infrastructure survey, design, budget estimation and construction ensuring: - Quality/accuracy of survey, design, estimation and drawings. - Quality of works at sites are as per the drawings and the Engineering Norms & Standards.
Ensure timely construction of inclusive quality WASH infrastructure within estimated budget, establish operation protocols, and ensure functionality of all systems.
Assist in preparing bidding document and material and work specifications.
Provide support for application of GIS in WASH service delivery.
Supervise the implementation of the service improvements, including oversight of contractors and updating design drawing as per field requirements.
Any other engineering works required to achieve expected inclusive outcomes as assigned by the Supervisor.
Conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries and water management committees.
Participate in concepts and proposal development and general resource mobilization/acquisition.
Programme Monitoring and Reporting
Ensure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering. Recommend payments to the contractors.
Supervise and pay regular field visits to programme areas to observe progress, compliance of design, work specifications and quality of the work.
Keep track of progress of infrastructure interventions.
Provide progress reports against the programme plans and learning, contributing to knowledge that informs decision making for MID-P and other stakeholders, in line with
donor’s reporting requirements.
Ensure proper tracking of resource use for project activities through periodic budget reviews.
Support and coordinate/facilitate capacity building and technical support activities for Water Service Providers, Water Users Associations & Water Resource Users Associations to ensure assigned project activities are implemented per project guidelines and standards
Assist in testing new technology on water and sanitation service improvement.
Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
Ensure learning properly accompanies project activities throughout the project cycle.
Support accountability through coordinating project evaluation activities and guiding implementing partners in their efforts to reflect on project experiences.
Support timely dissemination of programme findings and lessons learnt to key stakeholders.
Liaison with the Government and Non-Government Organizations
Coordinate and oversee working relationships with all local project stakeholders including County Government officials.
Establish professional working relationships with all programme stakeholders, in particular, County Government, community and service providers and serve as the liaison between them and the project team to mobilize local actors and promote project activities.
Represent MID-P in WASH sectoral meetings with the government and other development agencies in the County and share experiences and learn from the programme and others as well.
Participate in National/County/Sub-County/Ward level networks, meetings, and select technical working groups as appropriate to represent the project to ensure collaboration and project visibility.
