Program / Department SummaryMercy Corps implements high-quality, analytical development work in challenging contexts. We have been operating in Uganda since 2006 and currently implement development programs in the Acholi and Karamoja sub-regions of Uganda with funding from USAID, DFID, SIDA and private foundations. We are currently in the final year of implementing a 5-year USAID/Food for Peace-funded program working in Karamoja, and are in search of a competent and creative person to fill the position of MEL Manager.
The Growth, Health and Governance (GHG) program aims to support the immediate needs of program beneficiaries while promoting long-term development by spurring systemic improvements in key economic sectors of Karamoja. General Position SummaryThe position holder will be the MEL focal person to the USAID funded Northern Karamoja Growth Health and Governance program, and the program's Livestock Pilot implemented in Southern Karamoja. GHG's geographical focus includes the districts of Kaabong, Kotido, Abim, Nakipiripirit and Amudat. It has three broad integrated strategic objectives (SOs) implemented with a gender-sensitive approach:
SO1: Livelihoods Strengthened – focused on building local capacity to provide vital products and services on a commercially sustainable basis to vulnerable households;
SO2: Nutritional Status among Children under Five Improved – focused on improving local public and private healthcare, promoting improved household food consumption, and improving water infrastructure and sanitation and hygiene behaviors;
SO3: Reduced Incidences of Conflict – focused on helping local conflict mitigation structures adapt to the current conflict dynamic, while supporting traditional authority structures and male and female youth to play more constructive roles in improving security. The GHG consortium pulls several complementary capacities into one coherent, unified approach, embodied in the facilitative strategy that pushes local actors out front to sustainably provide the products (e.g. seeds and energy) and services (e.g. land opening, animal husbandry, transport, security, finance and healthcare) that make life productive, healthy and meaningful in the 21st century. Essential Job ResponsibilitiesStrategy & Vision Generate, modify and implement monitoring and evaluation systems, policies, procedures and tools
Support and oversee the transition of the GHG program to TOLA
Support the generation of learning and case studies for internal and external sharing
Keep abreast of development in program and changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
Program Management
Coordinate internal and external assessments, evaluations and monitoring surveys in areas of operation. This will entail development of Scopes of Work, development of survey tools, loading of tools onto tablets, training and management of data collectors, data analysis, report writing and facilitating results discussions
Responsible for monitoring and evaluating initiatives, programs and projects both new and established, providing accountability and ensuring efficiency and success from start to finish
He/She will be responsible for modifying and monitoring key performance indicators to report and record physical progress for the program and its donor
Lead all M&E initiatives for assigned projects including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives
Act as a focal point for the integration of Mercy Corps minimum standards for Gender and PM@MC
Draft and lead the finalization of all M&E donor reporting requirements, including monthly M&E reports and quarterly program narrative reports
Maintain an up to date database that reflects progress (including disaggregated beneficiary counts) and donor indicators, in line with both organizational standards and the donor's database
Work
with, COP and DCOP, MEL Officer and other staffs to ensure that activities are implemented on plan and progress towards targets is not compromised.
Perform field visits to ensure the quality of data collected by program and to verify the accuracy of reported data.
Team Management
Provide technical, supervisory and other support roles to approximately 8 MEL Officers
Train staff on and implement GIS mapping activities that effectively show program activities in visually attractive formats
Build the capacity of all relevant team members to develop and maintain an excellent M&E system, and facilitate periodic reflection and analysis of program monitoring information that feeds into programming and learning.
Influence & Representation
Conduct himself/herself both professionally and personally in such a manner as to credit Mercy Corps and to not jeopardize its humanitarian mission.
Maintain professional relationships with local government officials, private sector partners, NGOs, other development organizations, and civil society organizations

Works Directly With: Program staff in GHG target districts and support staff in both Kampala and Karamoja
Knowledge and Experience
Master's degree in Development Studies, Economics, Agriculture, Demography, Statistics, Business administration or relevant field (Essential)
At least 3-5 years monitoring and evaluation experience
Should understand concepts and demonstrate skills in monitoring and evaluation, project cycle, results chain and frameworks, participatory monitoring and/or Market facilitation
Knowledge of USAID and in particular FFP indicators desirable
Capacity to produce high-quality briefs and reports
Demonstrated ability to train and build capacity of others.
Should be able to design and implement surveys, have knowledge of commonly used probability and purposive sampling techniques, coding of tablets, cleaning data, conducting data analysis to support key assessment questions, and write data-supported assessment reports.
Should have knowledge of quantitative and qualitative data collection, including interview methods that identify drivers of behavior, differences between knowledge and behaviours, gender-sensitive interviewing, and reporting techniques.
In addition to Microsoft Excel and GIS, the incumbent should demonstrate fluency in use of at least one data management software including ONA, Ms Access, SPSS, and STATA. Knowledge of TOLA is an advantage.
Must be fluent in both spoken and written English
Living Conditions / Environmental Conditions
The MEL Manager will be based in Kotido, Karamoja. Kotido provides a relatively secure living environment that is not suitable for families. The location is unaccompanied. Housing is shared accommodation with unlimited freedom of movement beyond the house/office. Staff have unreliable access to medical care, electricity, water, etc.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local culture.
