ResponsibilitiesProvide in-country program design, MEL and research planning as well as guide the incorporation of all best practices of MEL in proposal design stage for effective program management during implementation
Provide leadership and training to ensure programs meet minimum standards
Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
Provide guidance in developing and technical back-stopping from program start-up and planning for new country programs Leadership in Program Quality
Coordinate all program management at Mercy Corps (PM@MC)
Ensure that program design, planning and measurement frameworks includes well defined and embedded cross cutting issues to include but not limited to gender, conflict and governance, resilience lens, age and sex disaggregated data to prove and improve program management quality Internal and External Coordination.
Provide support and coordinate with in-country Programs and support function in all aspects of MEL and information management and support the development of good practices and sharing of lessons learned.
Ensure quality engagement with HQ to coordinate agency measurement
Qualifications
Must hold at least a Bachelor’s degree in Economics, Agriculture, Demography, Statistics, Business administration or relevant field (Master’s degree is desirable)
At least 5-9 years of program management and communications experience Must have good writing and analytical skills
At least 3 years of experience in conducting monitoring and evaluation for market system development programs
Should have highly technical knowledge of quantitative and qualitative research methodology and analysis, reporting techniques.
Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
Skills of Microsoft excel and Access (other relevant statistical analysis packages will be an added advantage).
Must be fluent both spoken and written English. Luo language skills is a plus

Responsibilities
Planning, developing and implementing humanitarian cash transfer activities
In coordination with Team Leader, mobilize community members, taking care to identify those who fit the pre-established vulnerability criteria, for registration and other activities.
Lead field level community sensitization activities around livelihoods activities in zones of focus in Rhino Camp or Palorinya. Identify specific topic areas of information needed and develop clear communications plans to effectively disseminate information.
Support development of platform to implement evouchers or other platform to distribute agricultural inputs with linkages to local traders. Lead implementation of platform in the geography of focus.
Lead development of groups for VSLA activities; support initial training and provide ongoing monitoring support.
Lead identification and development of IGA groups; support development of specific IGA and business plan; and ongoing support.
Support development of strategy and lead implementation of capital grants to IGA groups for livelihood activities along with ongoing support.
Coordinate with other field teams as needed to ensure continuity in the programs.
Documentation, Monitoring, Evaluation and Reporting
Qualifications
Bachelor’s Degree in relevant field required. Master’s Degree preferred.
At least 5 years of progressive experience required.
Ideal candidate will demonstrate progressive levels of responsibility including some staff management
Strong community mobilization experience a must.
Experience in leading M&E processes ideal.
Strong writing, communication, organization, prioritization and negotiating skills.
Excellent (English) verbal and written communication skills.
Strong computer literacy with a full knowledge of office applications.
Excellent attention to detail and ability to complete tasks in a timely manner.
Excellent teamwork abilities and interpersonal skills.
Demonstrated flexibility, creativity and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment mandatory.

The evaluation is expected to examine how well the program attained its overall goal and strategic objectives and whether the achievements were efficient, relevant and sustainable.
Evaluate the extent to which the program’s cross-cutting themes such as gender, environmental protection strategies and conflict have been addressed, integrated and will be sustained.
The consultant will also be expected to evaluate how well the program has addressed and integrated cross-cutting themes such as Gender, environmental protection and conflict as it relates to all three objectives, community-driven development, and Environmental Compliance.
Examine the potential sustainability of established mechanisms and activities.
Identify key lessons learned and best practices for replication.
Methodology
The evaluation will be executed in four districts (Kitgum, Agago, Pader and Lamwo). A theory-based, mixed methods approach will be used as it is the best effective method for evaluating market systems programs according to DCED Standard, and recent research by USAID/LEO and BEAM Exchange. The consultant will lead the collection of both qualitative and quantitative data and information collection to determine whether program outcomes and targets were achieved, and to determine the effectiveness of programmatic activities. The same questionnaire as developed for the baseline will be used, but with slight adjustments to capture modifications in performance management plan that happened mid implementation.
Data Analysis and Results Dissemination Plan
For quantitative data collected via the household survey and appropriate analysis procedure done by the consultant and well stated in the methodology such as use of required statistical test will be documented. Qualitative information collected by the consultant will be synthesized with supporting quotations, to highlight conclusions.
Qualifications
Demonstrated experience conducting and managing all aspects of complex program evaluation
Demonstrated understanding of market systems development/M4P approach and agricultural knowledge
Experience in northern Uganda preferred
Advanced academic qualification in finance, business administration, economics, or economic development
Familiarity with the Uganda agricultural context and market actors
Excellent analytical, research, writing and concise and compelling communication skills; Strong visual presentation skills preferred.
Language skills: Professional capacity in English

Technical Proposal: The applications will first be evaluated on technical merits. The technical proposal assesses the capacity of the applicant, based on its submitted technical documents, specifications, performance history, and references submitted. For this purpose, certificates and additional references may be requested and subsequently examined. The Technical Proposal should be no more than 10 pages, excluding attachments. It should provide analysis of the TOR but not copy and paste any part of the TOR. The Technical Proposal should include:
