General Position Summary

  • The Collaboration, Learning and Adaptation (CLA) Officer will work under the CLA function of Apolou`s Monitoring, Evaluation and Learning (MEL) unit with supervision from the CLA Manager.

  • The CLA Officer will focus on generating, synthesizing and fostering the use of evidence centered around the three Learning Themes of the Activity; 1. Market Systems leading to Resilient Households and Communities; 2. Youth in an Evolving Landscape; and 3. Scaling-up / Multiplying Impact.

  • S/he will work closely with Apolou/RCF implementation and technical teams, partners, and other stakeholders to co-design, implement and manage learning activities aimed at increasing Apolou`s impact on food and nutrition security.

  • The CLA Officer will be actively involved in qualitative research methods, intervention quality monitoring, evidence based communications and organizing and leading district level reflection meetings with Apolou/RCF Activity team members. S/he will be responsible for disseminating findings and recommendations to prove the effectiveness of the Activity, influence stakeholders and to inform new initiatives.

    Essential Job Responsibilities

    Essential functions

  • Under the supervision of the CLA Manager, lead evidence generation, synthesis and use activities in the assigned implementation location(s)

  • Conduct qualitative and quantitative inquires as presented in the Activity`s Learning Agenda

  • Work in collaboration with the MEL team to ensure that monitoring data is effectively used to inform programming and decision making

  • Work closely with Technical teams to implement intervention quality monitoring systems. Conduct monthly intervention quality monitoring analysis

  • Conduct scheduled and ad-hoc reflection meetings with technical sector leads and district implementation team leads to promote the use of evidence and application of adaptive management

  • Build the capacity of team members and/or enumerators in conducting qualitative data collection

  • Support in analyzing, reporting and interpretation of adaptive management workflows

  • Disseminate findings from Apolou`s Research papers, Learning briefs, Impact briefs, Inquiry reports and other evidence based communication pieces

  • Work in collaboration with Research Partners to disseminate research learnings and recommendations to team members, beneficiaries and other relevant audiences.

  • Other duties as assigned.

    Finance & Compliance Management

  • Ensure compliance with donor and Mercy Corps regulations related to food security programming.

    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

    Other:

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

  • Other duties assigned.

    Knowledge and Experience

  • Bachelor’s degree in economics, social science or related field.

  • At least 3 years’ experience in monitoring, evaluation and learning of nutrition, food security, agricultural livelihoods or value chain development programs or applied research.

  • Proven application of qualitative research methods is required

  • Demonstrated experience in summarizing and simplifying complex information and communicating it to the targeted or diverse audiences; experience with advocacy pieces preferred; excellent presentation skills

  • Strong computer literacy with a full knowledge of MS Office applications.

  • Experience using qualitative data analysis software e.g. Nvivo, MAXDQA, Dedoose is preferred

  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

  • Strong team coordination, listening, and consensus building skills.

  • Fluent in both spoken and written English. Fluency in spoken N’Karamojong and/or Pokot preferred.

  • Experience working on USAID programs preferred;

  • Able to drive a motorbike safely, valid license.

    Success Factors

  • The successful CLA Officer will combine exceptional reporting, facilitating and presentation skills and experience in qualitative research methods.

  • S/he will have an ability to think creatively about operationalizing and improving the CLA plan of the program.

  • Multi-tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential.
