Job SummaryThe Deputy Country Director will be an individual who is ready, skilled, focused and faithful. He/she will embrace our Calling.
The purpose of this role is to continuously improve the strategic and operational effectiveness, efficiency, and speed of these critical functions to increase MTI’s ability to quickly and nimbly deploy health services to some of the world’s most vulnerable people.
Essential Duties:
[Representation & Overall CD support (20%):
Works with the Uganda Country Director to lead and manage Medical Teams through significant strategic and organizational changes.
Supports MTI’s Calling and Values translated into Uganda priorities.
Represents Medical Teams International to the Government of Uganda, Ministry of Health, UN agencies, NGOs, faith-based organizations and other stakeholders and partners in the country.
Analyzes and maintains an ongoing awareness of the operating environment in Uganda, particularly identifies the needs in the health sector that fit with Medical Teams International’s core competencies.
Builds effective teamwork and coordination among staff in country.
Oversight of Field Offices (40%):
Manages the head of each Field Office in Uganda (Program Managers) in relation to their general management of all core functions (Programs, Operations, HR/Admin, and Finance).
Manages and evaluates performance of direct reports and completes performance reviews.
Regular travel to each field office to provide on-site support, supervision, and mentoring.
Systems Leadership (40%):
Improves operational effectiveness by optimizing systems and processes in Finance, HR/Admin, procurement and supply chain, fleet, program management ad reporting, compliance and risk management.
Leads Medical Teams Uganda change management activities essential to comprehensive ERP integration from implementation to full utilization.
Restructures staffing as needed in changing context of humanitarian operations.
Supervises and support Finance, Ops and HR/Admin team members involved in ERP implementation.
Oversees capacity building in processes and systems, specifically budgeting and budget monitoring.
Works with HR/Admin team to strengthen and improve employee engagement, talent acquisition and development, as well as leadership development.
Ensure Medical Teams International is compliant with Government
laws and policies in Uganda, and with Medical Teams International’s internal policies and procedures.
Qualifications
Education, Licenses & Certifications
Master’s degree or equivalent academic and management experience in field relevant to humanitarian operations.
*Required Experience:*
Five years progressively responsible operations management experience.
Proven track record of achieving results in humanitarian context in the areas of finance, inventory management, fleet management, and procurement in developing countries.
Additional Preferred Experience:
Previous change management experience in business systems such as ERP including implementation and integration.
Familiarity with the health sector, specifically in a refugee context.
Previous experience working in East Africa, especially Uganda.
Knowledge, Skills & Abilities
Thorough understanding of institutional donor regulations, especially US Government and UN.
Ability to network and cultivate strong relationships with government, donors, partners, and other stakeholders.
Strong financial management skills, including experience with ERP system.
Demonstrated experience in staffing management; structure development, hiring, evaluating, and supervising international program staff.
High competency with MS Word, Excel, and Outlook
Ability to communicate professionally and effectively with all constituents.
Fluent speaking and writing in English.
Ability to work collaboratively with others.
Skilled at building and maintaining a high functioning, high performing work team
Solutions and systems oriented.
