Overall Purpose of the Job To provide oversight over procurements across the organization and ensuring value for money, transparency, integrity and compliance with Policies, regulations and donor guidelines..
Duties and responsibilities: Liaise with the prequalification team to ensure that shortlisted suppliers to submit quality bids using a procurement method that ensures transparency.
Overseeing and participating in the bid evaluation process including leading the supplier negotiation process and recommend suppliers for award.
Preparing a Requisition Request including types, quantities, prices, freight insurance and customs clearance cost estimates, delivery to warehouse cost and expected delivery dates for the Program Manager’s prior approval before submission to the TOCOR.
Maintaining an efficient records management system that includes the SBD, supplier bids, evaluation reports, supplier awards & freight forwarder call-off orders, and contract management correspondences.
Ensuring the procurement process complies with the MA Policy and Procedure Manual and USAID rules and regulations.
Manage supplier contracts from issue through implementation to closure as well as the evaluation of supplier performance
Supervising the procurement team and ensure procurement targets are achieved through tracking of KPI.
Oversee the preparation of weekly and monthly management reports.
Conduct comprehensive QA reviews of PA deliverables before they are presented to Procurement Adjudication Committee.
Train, mentor, and coach LTPs & PA staff in the PA related activities.
Lead business development initiatives.
Supervise the Procurement staff to ensure adherence to and timely implementation of the procurement work plan.
Leading the SBD preparation and presentation to the PAC.
Qualifications and Key Competencies
8 to 10 year’s relevant work experience in procurement with a reputable organization.
Master’s degree in Business Administration, Supply Chain Management, Logistics and Inventory Management, Operations and Public Health or any other related field.
Bachelor’s degree in pharmacy, Procurement & Logistics Management/Procurement & Supply Chain Management, or any other related field.
Professional qualification in CIPS is an added advantage.
Knowledge of the PPDA, NDA, National Treatment, USFDA, World Bank, USG and Global fund guidelines
Knowledge of the procurement best practices
Excellent communication, negotiating and interpersonal skills
Ability to work independently
Ability to handle flexible working hours
Excellent report writing skills
Excellent analytical and numeracy skills
