Main Objective and Responsibilities
  • Provide support to the Project Coordinator in the administrative part of coordination tasks in Gusau, ensuring a smooth relationship with local authorities and other actors, contributing to the context analysis, ensure representation in Zamfara state for MSF Holland (OCA) and Spain (OCBA) sections, represent MSF in meetings or setting up meetings for MSF staff coming, follow up on any other assigned tasks that requires physical presence of MSF officials in Gusau.

    General Accountabilities:
  • Dispatching of MSF correspondences to relevant government authorities at state level and as the need arises, organize meetings with the state government officials, national and international NGOs based in Gusau, attend meetings on behalf of MSF and take notes to be shared with the Project Coordinators (PC).
  • Updating of contact list of relevant stakeholders including but not limited to state government officials from collaborating Ministries, Departments and agencies in case of transfers or any other changes.
  • Ensure, together with the PCs that all MSF activities in Gusau are running lawfully and in agreement with the Memorandum of Understanding in all administrative related issues and inform about any possible risks or problems.
  • Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing MSF principles and values at all levels.
  • Keep all documentation and files updated, properly filed and easily accessible for the internal users.

    MSF Sections Context
  • At present MSF Holland (OCA) is managing two projects in Zamfara state. The first in Anka, co-managed remotely from Sokoto town (Sokoto State). The second project in Gummi, is directly managed since 2022. MSF Spain (OCBA) is directly managing 1 project in Zamfara state with two base covering Shinkafi LGA and Zurmi LGA.
  • Brief history of Zamfara/Anka project: it started in 2010 as lead poisoning project and then it grew into a big pediatric intervention in SMoH hospital with 120 beds (ITFC + IPD) with MSF staff only. During high season the number of beds used to double. Security started to deteriorated in 2021 and due to increasing insecurity, especially during movements, it was decided from June 2022 to have only MSF staff from Anka working there and to remote co-manage the activities from Sokoto. This was fully implemented in August 2022. Number of beds went down to 40, but at same time, it was scaled up the Targeted
  • Primary Health Care Structures system by increasing the number of MoH staff under incentive.
  • The Anka team is planning to return to Zamfara state and set their project base in Talata Mafara in the coming months. Now that elections are over the security situations will be reassessed through a proper context analysis and the move back to the state will planned accordingly.
  • As for Gummi project, it started at start of 2022 with an IDP intervention. Because of alarming figures coming from UNICEF’s smart survey, MSF decided to do a MUAC screening. This led to even higher malnutrition rates, so we decided to do an emergency nutrition intervention in the form of Plumpynut distribution. Slowly this intervention morphed into a nutrition project and we are currently running 1 ITFC and 3 ATFCs there, next to targeted primary health care support for main morbidities and we started to support the IPD.
  • At Shinkafi and Zurmi, Following an emergency Nutrition intervention in september2019, MSF OCBA opened Zamfara project which has two identical base, by supporting Shinkafi General Hospital 170 bed and Zurmi General Hospital
    150 bed respectively. We are currently running ER, ITFC,peadiatrics, SRH,SGBV,MH and life saving referal to the tertiary hospital in Gusau, additionally we also supporting 10 PHC includidng 7 OTP services and 20 Decentralized model of care site in had to reach location in both project locations.

    Context Specific Accountabilities
  • Reinforcing or ensure strong collaboration with the SMoH and SMoHA and the state government office in Gusau. The candidate might also still get involved in some lead poisoning activities with Zamfara State Ministry of Mining and others.
  • Raising concerns from the different projects with the relevant actors in Gusau, for example outbreaks (measles, cholera, meningitis), malaria prevention, collaboration with MoH on project level etc and trying to find solutions for these concerns after initial agreement with the PCs.
  • Provide support in negotiating with service providers in Gusau as the need arises.
  • Improve the engagement with other humanitarian actors
  • Participate in medical meetings with SMoH and other I/NGOs and share minutes with both sections’ PCs and MTLs
  • Compile and share with PCs weekly context and activities updates additional to monthly sitrep
  • Follow up on different issues with support from PC and Advocacy Manager or Humanitarian Affairs Officer in areas such as health, nutrition and emergency surveillance in Gusau.
  • Support MSF Nurse and follow up administrative matters of referrals bills
  • To assist in submission of Monthly Tax remittance and schedule to respective tax office and collection of the original receipts when available in Gusau.
  • Arrange Hotel accommodations for teams visiting Gusau.
  • Perform any other duties as assigned by the Project Coordinators
  • Contributing to the continuity of relations/networking with key stakeholder, international NGO, local actors (key line ministries, security services at Gusau level) and updating state contacts and correspondence to ensure information sources accuracy and its availability on regular basis.
  • Organizing advocacy contacts and appointments for the Project Coordinator.
  • Facilitate processes of state MOU renewal /organize meeting with ministry representatives
  • Involvement of road clearance from Gusua to Sokoto.
  • Contribute to the Humanitarian and Medical surveillance of Gusau LGA and Zamfara state by Extention ( Alert displacement and Medical follow-up and documentation ).

    Requirements (Qualifications)

    Education:
  • University education essential. Medical or Management related studies desirable.

    Experience:
  • Essential previous experience of at least one year in related relevant positions, in MSF or other NGOs.

    Languages:
  • Mission and local language essential.

    Knowledge:
  • Essential computer literacy (word, excel and internet)

    Competencies:
  • Results, Teamwork, Flexibility, Commitment, Service and Stress Management.
