Médecins Sans Frontières (MSF); is an independent international medical humanitarian organization providing assistance to people affected by armed conflicts, epidemics, natural or non-natural disasters, or persons excluded from access to health care. The organization has health projects in more than 70 countries.

MSF France has had a significance presence in Kenya since 1996. Currently, MSF runs 2 projects in Kenya; one in Homa Bay County supporting the HBCTRH in the adult medical (in-patient and TB) wards to improve management of adults’ patients hospitalized and recently started a chronic disease activity in 2 decentralized sites

In Mathare, MSF runs a 24hour SGBV clinic and an Emergency program in Mathare with a clinic in Dandora offering youth friendly services to those between the ages of 10 to 24 years. The Coordination office in Nairobi provides support to and coordinates all the MSF France projects in Kenya.

MSF France is looking to fill the position of a Watsan Supervisor. The successful candidate reports to the Logistics Managers(Homabay, Mathare,Coordination)

The objective of the Position:

Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols. This includes the MSF PACE MAKER guideline, in order to improve health and living conditions of the target population in the Mathare and Homa Bay projects as well as in the Nairobi coordination.

Responsibilities include, but are not limited to:

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
  • Training of a Watsan Team, waste segregation, IRS, maintenance of water filters and participating in Green Committee.
  • Ensuring the maintenance and repair of technical equipment in the project to guarantee adequate running of Watsan activities.
  • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation.
  • Ensuring appropriate emergency preparedness and response capacity
  • Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploration visits
  • Participating in data collection and reporting as required
  • Providing Watsan training to the MSF and non-MSF (typically MoH) staff to achieve the hygiene and sanitation standards set by MSF
  • Responsible for emergency responses in terms of evaluating, planning, implementing and monitoring of Watsan activities.
    MSF Section/Context Specific Accountabilities

    Mathare project

    Water

  • Ensure water supply sources are adequately working in the project and the chlorination process is done correctly.
  • Ensure regular laboratory testing of water quality in the project In collaboration with maintenance officer.
  • Ensure good condition of WATSAN equipment (water pumps, water filters, dosage pump etc.)
  • Ensure good medical waste segregation
  • Ensure safety and inaccessibility of waste collection zone, especially proper collection of organic and soft
    waste
  • Ensure waste treatment is done properly before disposable
  • Ensure timely and safe transportation of waste to disposal area
  • Sanitation and Hygiene
  • Support Medical supervisors on implementation of good hygiene practices
  • Participating in project IPC meetings

    Homabay Project

    Water

  • Ensure adequate water supply and storages facilities on all project premises and sites
  • In collaboration with the Logistics Supervisor, they should ensure frequent/weekly water testing and treatment
  • Support with water sample collection and further forwarding to the validated laboratory for periodic analysis (Physical/Chemical & Microbiological analysis), following up on results and providing timely feedback to the Project
  • In collaboration with the Specialized Technician ensure good working condition of WATSAN equipment

    Waste management

  • In collaboration with the IPC and Logistics Supervisor, ensure proper waste management practices at Homabay Teaching and Referral Hospital, Post Discharge Clinic, IPD Lab and wards, with regards to handling, segregation, storage, transportation and disposal
  • Support in training/capacity building of Hygiene agents, House keepers and General laborer and other staff at Project level on all relevant WATSAN practices
  • Ensure safe and inaccessibility storage/waste holding areas for Cytotoxic waste awaiting collection by the validated contractor
  • Support waste management activities in the decentralized sites
  • Ensure proper waste treatment is done in CTU/CTC before disposal

    Vector Control

  • Fumigation and pest control.
    Organize and ensure Indoor residual spraying (IRS) in all MSF premises is done properly and as scheduled.
  • Advise Project on fumigation and vector control insecticide (with requisite data sheets) and support in the ordering process (locally/SKID).
  • Train staff and daily workers (DW) hired for purposes of IRS

    Administrative

  • Prepare accurate work reports and monthly sitreps
  • Contribute to the preparation of maintenance procedures and plans (SoPs).
  • Support in the physical organization of materials, tools and equipment, used in water treatment, hygiene and sanitation, by
    Participating in Inventories (equipment and stocks) and following up on monthly consumptions
  • Supporting processing orders/reception for WATSAN activities and maintaining proper recorded.
    Act as a focal point for WATSAN Service Agreements (SA) engaged in with external suppliers/vendors.

    Qualifications & Requirements:

    Education: Technical Diploma, desirable specialization in water and sanitation

    Experience: Previous experience in technical works and organising of multiple activities, preferably within MSF or similar work environment

    Languages: - Essential local languages, Kiswahili and English
