It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
From the 1990s until 2005, MdM ran HIV/AIDS programs, including support to orphans, in the districts of Rakaï and Kyotera, with technical and financial support to the hospital of Kakuto for HIV counselling and testing.
Since 2015, MdM has been supporting the local organization MARPI (Most At-Risk Populations) through grants and training. Since 2009, MARPI has been running a health facility located in the Mulago national referral hospital in Kampala, which provides free health services to the key populations, including sexual minorities and gender identities.
MdM provided MARPI staff with training on proctology.
In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi, northern Uganda, where the French section of MSF has been present since 2016.
MSF handed over the OPD activities to MdM in July 2018. It is planned for MdM to take over the IPD activities in April 2019. Then a two-year transition process will start, leading to a handover of Bolomoni HC III to the Yumbe District Health Office by March 2021 at the latest.
Task And Responsibility:
Under the responsibility of the general coordinator, you are in charge of supervising the implementation of the medical activities. You are in charge of defining MdM strategy regarding medical activities in line with MdM’s overall framework and you are responsible for the overall quality of medical and health-related activities of the programmes.
More specifically, your responsibilities are to:
Programme management
Participate in the development of the operational strategy and develop health activities operational plan with the coordination team
Ensure the consistency of MdM programmes according to the identified public health needs, MdM policies, international humanitarian and ethical standards and available funds
Ensure quality health data monitoring system
Perform/validate health needs assessments in new identified areas
Supervise the pharmacy operations quality in
collaboration with the medical team
Team management
Establish and follow the priorities to be followed by the medical staff jointly with the general coordination
Provide technical supervision and technical support to the trainers (medical and paramedical) and partners supervisors
Be responsible of recruitment and appraisal processes of medical/paramedical staff
Identify and validate technical trainings
Participate in national staff health policy definition, implementation and evaluation
Identify, validate referral health facilities for international and national staff
Partnerships
Provide technical support to partners
Ensure quality health data monitoring system is applied by the partners
Participate to technical aspects of local partnership development
Prioritize medical trainings for the partners
Coordination
Participate to health sector platforms and any relevant health coordination mechanisms in both Yumbe and Kampala
Establish and maintain good relationship with Ministry of Health and District Health Office in Yumbe
Establish and maintain good relationship with partners, UN agencies and other NGOs
Reporting/communication
Participate in MdM internal meetings
Elaborate health activities monthly reports
Participate in the writing of donors activity reports and proposals
Conditions of Employment :
Status : Employee
Fixed-term contract : 6 months
Starting date: 1st April 2019
Gross monthly salary: 2 984 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)

Skills and Experience Needed :
Medical doctor or nurse or midwife with experience in public health
Demonstrated 2-3 years professional experience in humanitarian settings with significant experience in similar positions
Experience in outbreak management and emergency response
Experience in negotiation with local authorities, partners and staff in a tricky context
Demonstrated experience in collaboration with local partners
Ability to have a global overview of a programme (not only on a medical plan)
Ability to take quick decisions according to the context in coordination with the team
Ability to take initiative, work independently and foster a team environment
Strong organizational, oral and written communication and coordination skills
Excellent project design and proposal development skills
Good sense of diplomacy and understanding of international global political issues
Languages: fluent English
