It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM France has been working in Ethiopia since 1986 in different types of projects from long-term interventions to emergency response. MdM France has concentrated its efforts on projects related to basic access to primary health care (projects centred on rural health facilities and isolated populations), reduction of maternal mortality through improved quality of obstetric care, promotion of sexual and reproductive health rights including protection against gender based violence, provision of mental health and psychosocial support and reduction of malnutrition.
After a period of uncertainty, the mission has recently significantly grown. Although the Covid-19 pandemic was a challenge for the teams and the programming, in 2020 and 2021 it has expended with its current programming in Semera (Afar) and Chinaksen (Oromia) where MdM France leads a consortium with COOPI and MdM Germany, and solid prospects for intervention in connection with the conflict in some parts of the country.
The mission has also reshaped after the handover of its project in Somali region to MdM Germany in May 2021. In 2023, MdM should start new activities in Tigray, for the first time since the start of the war.
The current 2 projects operated by Mdm France are the following:
Afar Region: primary health care in Yalo area, risk reduction for female sex workers in Logia area, with project offices in Semera
Oromia Region: primary health care in Chinaksen
The coordination office is based in Addis Ababa.
Tasks and Responsibilities:
Under the supervision of the general coordinator, you are responsible for the development and implementation of the security pack and the monitoring and control of the safety and security of people and assets.
You will improve contextual analysis, build a network, support operational management and strengthen the security capacities of the mission to advise and support the general coordinator.
Your Main Responsibilities Are:Context AnalysisCarry out a thorough analysis of the security situation in the current and potential areas of intervention
Develop and update the risk analysis for all activity locations
Regularly follow and consolidate the security events database
Security Management
Follow with logistics department all protection measures to be implemented
Participate in the review of security procedures
Ensure that the elements of the contingency plan are regularly revised
Support the general coordinator and logistics department in developing an access strategy
Support the logistics department in monitoring movements
Provide to the general coordinator with valuable information on what indicators will trigger staff movements
Constantly liaise and make sure the updated list of relocatable staff is
shared to INSO
Participate in the management of security incidents
Immediately inform the general coordinator of any incident
Centralize mission incident reports
Support the relocation and evacuation process
Team Management and Capacity Building
Ensure full safety and security briefing and debriefing with the newcomers and with each team member moving to field locations
Identify training needs and build capacity on security management
Organise training and induction sessions
Participate in the recruitment of new team members
Manage and support team members
Carry out individual action plan and performance review
Reporting and Representation
Participate in the weekly MdM mission coordination meeting
Participate in humanitarian security meetings
Liaise with security peers of other INGOs and UN agencies
Ensure and coordinate the writing of a weekly security analysis report
Ensure smooth communication with key coordination members
Mapping
Create detailed maps of the intervention areas
Map the different actors, stakeholders and groups using software tools
Telecommunication Means
Work with the logistics department on defining the needs, installation and maintenance of telecommunication equipment
Ensure that all the telecommunication means related to security management are running and properly used
Define the communication plan for each field office location
Ensure training on radio, satellite phones, GPS trackers and mobile applications
Conditions of Employment:
Status : Employee
Contract : Fixed-term contract
Duration : 6 months
Starting date: as soon as possible
Gross monthly salary: 2940 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite
Skills and Experience Needed:
Relevant university degree
Similar experience or a minimum of 3 years of experience working with international NGOs in high-risk humanitarian contexts Specific trainings in security management is an asset
Mastery of Office 365
Mastery of SharePoint/cloud systems
Use of tracking and mapping mobile applications
Experience in VHF radio system setup and training of users
Knowledge of data protection methods
Mapping softwares: ArcGIS QGIS or any other mapping tool
Autonomous
Good teamwork skills, good interpersonal skills
Sense of initiative and confidentiality
Rigor and organizational skills
Negotiation skills (diplomacy)
Ability to analyse, conceptualize and plan
Good writing and communication skills
Stress management
Languages : Fluent English (written and spoken) mandatory
Knowledge of French is an asset
