Job Description1.Job SummaryUnder the administrative direction the Commercial Services Manager, the MCH Specialty Centre Manager is responsible for planning, organizing, directing, controlling and coordinating the activities of the specialty centre.
S/he ensures the effective and efficient delivery of clinical services of the centre and is also responsible to supervise, lead and motivate the specialty centre staff.
Coordinate and supervise the work and activities of doctors, nurses, pharmacists and other technical/ paramedical staff of the centre;
2. Duties/tasksStrategy and Planning:
Contributes towards MSI Ethiopia’s strategy and future programme direction, with particular focus on driving MSI Ethiopia towards programme sustainability and increasing access to maternal and child health services including family planning and SRH services in Ethiopia through proper clinical services
Participates actively in MSI Ethiopia’s Area office Management Team and manage quarterly performance reviews.
Contributes to annual business plans and facilitates the business planning process (service target setting and activity planning in MSIE-Clinics)
Prepares clinical services annual targets and when approved, ensures their implementation.
Team Leadership and communication
Provides overall leadership and direction to the specialty centre team in ensuring the achievement of MSI Ethiopia’s mission and strategic objectives as well as targets of the centre.
Coordinates the different clinic units (OPD, OR, Lab.) and is responsible for the organization, deployment, supervision and conduct Mid-year performance review of centre staff in accordance with MSIE Performance management policy.
Sets up effective communication system within the centre and other units of MSIE program, technical and operational teams.
Establishes priorities and focus of the medical and non-medical team and ensures proper coordination
Builds Customer relation management skills of all Centre team
Coordinates with MSIE Support Office quality, Training and Area Office Teams and Monitors and evaluates clinical services provided by the medical team to control service the quality.
Develops strong business and management capacity amongst the team
Motivates, coaches, trains and continuously sets and reviews performance targets for the direct report team.
Ensures all human resource issues for the Centre team is handled according to MSIE human resource manual and procedures.
Assesses medical staff and other Centre staffs training needs and arrange training programs in consultation with the Area manager.
Supervises the correct usage of the clinical cards and medical monitoring tools;
Conducts annual performance appraisals for the Centre team.
Customer Relations Management and Partnership
Ensures that the centre teams maintain efficient delivery of client care and the confidentiality of all cases, in accordance with accepted standard medical practices and MSIE professional code of conduct.
Decides on clients eligible for subsidized / free services, as per the organization's standing regulations.
Ensures that clients' cards and other records are up-to-date, orderly, properly filed and readily retrievable for reference and inspection.
Prepares and submits work programs and periodic reports of the centre.
Make an on-time report for the clinical incident happened in the center as per the guideline of MSIE.
Liaises, as appropriate with government and non-governmental agencies to promote MSIE's interest and strengthening partnership
with local government.
Resource Management
Directs for the acquisition of/up drugs / contraceptives and other supplies, and their proper receipt, storage, safe keep, issuance and regular replenishment by pre-establishing re-order level.
Approves supplies' requests and issuance and authorizes financial payments for purchase of goods and services as per the organization's financial policy and delegation of authority.
Ensures that all fees collected from clients are deposited regularly.
Assists and participates in the review of centre service charges.
Performs other administrative duties essential for the day-to-day running of the centre.
Identifies, proposes and when approved implements improved clinic management system designed for the enhancement of client load the provision of quality care and the program sustainability.
Ensures that all financial transactions of the centre are in line with the MSIE Financial policies and procedures.
Prepares and submits work plan and budget of the Centre based on MSIE Financial guideline, appropriate benchmarks and targeted scope of services.
Produces periodic performance report including service costs and expenses of the Centre.
Avails herself/himself to regular stock taking and audit as and when required.
Problem Solving and Decision Making
Practices effective problem identification and resolution skills as a method of sound decision making.
Submits quarterly budget analysis reflecting reasons for variances which adversely affect the revenues
Tracks requested and delayed orders for supplies and materials with Area Office or Support Office Logistics unit.
Utilizes policies and good judgment to establish limits in autonomous decision making.
Identifies problems which interfere with practice and develops an action plans for resolution.
Undertakes any other relevant duties that may be assigned to her/him by the Area Manager, DCD/Programme Director or Country director

1. Person Specifications
A. Qualifications Requirement
a. Education:
MA/MSc/BSc in Health related field or Business related discipline.
b. Experience
Four/Six years of relevant experience
B. Skills Attitudes and Attributes
Sound business development and planning skills
Understanding the issues surrounding provision of MCH and reproductive health care services
Understanding major policies/issues of government health policies, regional policies
Good understanding of partnership management
Strong technical skill in business and client services and collaborative approach to team working
Ability to proceed on own initiative using independent judgment within MSIE Authority delegation.
Strong people development, leadership and organizational skills
Knowledge of local Language and Culture of the operational Area
Strong personal commitment to the goals of MSI and to put it into practice.
Good interpersonal/communication (both oral and written) and time management skills.
