Job Description1. Background The work generally consists of construction, modification, partition, and other finishing works at different cities in Ethiopia.
2. Job SummaryUnder direct supervision from the Facilities, Asset and GeneralService Manager, the FPbC Project Construction Consultant is responsible for all aspects of the construction project life cycle
•Oversees and directs construction projects from conception to completion. She/he shall be able to manage the entire construction project held in the FPbC Project.
She/he shall have a thorough understanding of the project requirements, contractual terms and conditions, as well as the respective roles and responsibilities of all the stakeholders involved, ensuring project objectives are met.
In addition, he/she highly expected to ensure and keep quality of the construction works, time effectivity and cost efficiency.
3. Location of the WorkCurrently four work locations have identified, i.e. Addis Ababa, Mekele, Nekemte and Gambella. The project might have also additional locations. encompass.
4. General Scope of Work:
Make site assessment in collaboration with stakeholders and prepare detail assessment report which includes designs, drawings, work item, BOQ, specification and engineering estimation for the work.
Plan, organize, and direct activities concerned with the construction and maintenance of structures, facilities, and systems.
Project management and supervising and coordinating the work of contractors;
Investigating availability and suitability of options to ensure minimal costs for required quality works to achieve maximum value for money;
Managing and leading changes to ensure minimum disruption to core activities;
Using performance management techniques; monitor and demonstrate achievement of agreed service levels and to lead on improvement;
Respond appropriately to emergencies or urgent issues as they arise and dealing with the consequences;
Prepare cost estimates, budgets, and work timetables
Interpret and explain contracts and technical information to other professionals
Prepare work schedule, monitor the project as per the schedule and report work progress and budget matters to MSIE on monthly basis.
Respond to work delays, emergencies, and other problems.
Ensuring comply with legal requirements, building and safety codes, and other regulations
Review the project in-depth to schedules, deliverables and estimate costs
Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations
Coordinate and direct construction workers and subcontractors
Select tools, materials and equipment and track inventory
Meet contractual conditions of performance
Review the work progress on daily basis
Prepare internal and external reports pertaining to job status
Plan ahead to prevent problems and resolve any emerging one
Analyse, manage and mitigate risks
Ensure quality construction standards and the use of proper construction techniques
Prepare and distribute meeting agendas and all information to be reviewed at the meeting
not less than 3 business days prior to the meeting. Prepare and distribute summaries of the meetings not more than 3 working days after the meeting.
Proactively mitigate any possible spills, quantifying for payment to contractor, monitoring hours spent by consultants’ staff and their subs etc.
Act as the main contact person between MSIE and contractors.
Perform all other related works

Consultant Skills and Requirements
Project Planning: the consultant must be good at planning for large-scale, multi-step projects.
Decision Making: the consultant must make lots of decisions, such as picking subcontractors, materials, paints, and more.
Management: the consultant shall have skills of managing the project construction activities such as bid document preparation, drawings, BOQ and specification, contract conditions, bidding, bid evaluation, contract preparation, supervision, handover…
Communication: Good writing and speaking skills are needed dealing with employees, clients and stakeholders.
Technical Skills: the consultant must know construction methodologies, AutoCAD, ArchiCAD drawing software’s, can read blueprints and understand other technical aspects of construction.
Time-Management: Deadlines are crucial in construction. Making sure that everything is on time and moving smoothly is a critical part of the job.
2. Period for Consultancy Service
MSIE wishes to commission the consultant service for three months and there is a possibility for extension which depends on the performance of the consultant and the donor fund.
3. Person Specification
A. Qualification Requirements
a. Educational
BSC Degree in Civil Engineering, Construction Management, Building Technology or related field;
b. Experience
At least 4 years of relevant experience.
B. Skills, Attitude and Attributes
Good skill in written and spoken English are essential;
Good computer skills; Microsoft office, AutoCAD, ArchiCAD, project management software.
High level of interpersonal communication and negotiation skills;
Strong work ethic and ability to meet deadlines;
Strong report writing skill.
