Ovarall Purpose

  • The Health System Strengthening (HSS) Advisor is responsible for embedding sustainability mechanisms to ensure stronger health systems for TB service delivery nationally and in Eliminate Tuberculosis from Ethiopia (ETBE) project Regions.

  • He/she will be responsible for the implementation of the Health Systems Strengthening and Advocacy component of the project in close collaboration with his/her Government counterparts and other TB stakeholders.

  • The position will oversee the implementation of HSS activities across the project areas while continuing advocacy to the different ministries and policy makers.

  • S/he will work with the health managers and other counterparts at the subnational level while maintaining the national level linkages to establish sustainability measures and coordinate the region performance reviews, planning and budgeting.

  • S/he will be accountable for ensuring highest level of compliance with award conditions, organizational policies and procedures, and acceptable standards.

    Specific Responsibilities

  • The HSS Advisor will be responsible for leveraging ETBE’s work in TB to strengthen national and sub-national health systems.
  • He/She will provide technical leadership on all aspects of health system strengthening to improve the quality of TB service delivery in both the public and private health sectors and advance domestic resource mobilization for TB services.

    His/her specific responsibilities will include, but not be limited to

    HSS strategy implementation and project management

  • Develop ETBE’s HSS strategy and ensure its successful implementation toward achievement of intended project results;

  • Represent ETBE on relevant National and Regional technical working groups, committees and meetings;

  • Provide regular narrative and milestone reports; internal monitoring and donor reporting as required;

    Partnership development and capacity building

  • Build strong partnerships with the government and other key stakeholders to ensure the project is in line with governmental TB and HSS priorities;

  • Provide support to the NTP team to harmonize TB approaches among implementing partners and ensure partner coordination and donor alignment;

  • Collaborate with the NTP and external organizations including domestic and international donors, private health associations, and other stakeholders to develop practical, sustainable, public-private sector partnerships toward TB elimination;

  • Support strengthening
    multi-sectoral collaboration and establishing TB council in Ethiopia and in the respective regions;

  • Ensure the government counterpart implements what is demonstrated by ETBE as per the MOU signed with regions;

  • Promote the development of health managers' capacity through a broad range of approaches such as training, one-to-one mentorship and on-the-job training, supportive supervision, etc.

    Improve TB Service quality and reduce barriers to care seeking

  • Contribute to strengthening the referral system at all levels of the health system for TB services;

  • Work with governmental and non-governmental partners to strengthen the implementation of Community-Based Health Insurance and reduce out-of-pocket costs for TB patients through advocacy and policy development.

  • Support costing analysis to assess patient and household spending for TB services;

  • Identify solutions and opportunities to reduce patient and household costs for accessing TB and improve treatment adherence (e.g. income generating opportunities for TB patient groups);

    Mobilization of domestic resources toward self-reliance and greater health impact

  • Advance the effective mobilization of domestic resources for TB through national and regional governmental and partner advocacy;

  • Contribute to the development of a sustainable TB financing roadmap and regional resource mapping;

  • Actively identify and follow up on opportunities to leverage support and resources for the National TB program;

  • Undertake other responsibilities as assigned by the supervisor.

    Job Requirements

    Qualifications and Experience

  • Masters or above in health sciences or health care financing from recognized university;

  • At least 7 years work experience in health development sector assisting non-governmental organization or public-sector programs;

  • Knowledge of Health Care Financing (resource mobilization, pooling, purchasing, and benefit package design);

  • Ability to interact and advise senior host-government counterparts on policy and other strategic planning issues;

  • Ability to listen, adapt, persuade and transform;

  • Excellent interpersonal communication and presentation skills;

  • Fluency in written and spoken English is required;

  • Ability to work independently as well as in collaboration with colleagues and partners;

  • Computer literacy; competency with Microsoft Office, internet and email systems;

  • Willingness to travel in ETBE Regions when required.
