Job purposeTo provide diagnostic technical and implementation support to SURM project activities in districts in the region.
Scope of Work
The Diagnostics Officer will provide technical and implementation support to the field-based team
and all field activities.
They will ensure effective documentation of project impact, as well as dissemination of learning from implementation and operational research and will provide ongoing technical support to the Sub-Recipients, Ministry of Health (MoH)/ National Malaria Control Programme (NMCP) and other partners and stakeholders as relevant to the project scope and in accordance with its approach to understanding and influencing positive change.
This role has an important capacity building function, which involves working closely with all project’s partners.
Key Working Relationships
The Diagnostics Officer will be line managed by the Regional Coordinator and will work closely with the Technical Officers in the field.
This role also works with other project managers and indirectly supports the district team, Ministry of Health, National Malaria Control Programme and other partners and stakeholders who are linked to the project.
Key Responsibilities
Provide technical leadership and guidance for the Malaria laboratory diagnostic component of
the project
Work hand in hand with the teamto manage the scope of work including creation and execution
of work plans and revision as appropriate to comply with program milestones.
Ensure that all program milestones are met through effective planning.
Supervise and mentor project laboratory technologists, ensure effective support is given to districts and Regional Performance Monitoring Teams (RPMTS) to successfully build capacity for
malaria laboratory diagnosis and External Quality Control and External Quality Assurance.
Ensures compliance with all grant requirements; ensure that activities are executed according to pre-established guidelines and standard operating procedures.
Link directly with the National Malaria Control Program laboratory diagnostic focal person to ensure diagnostic activities are aligned with the national malaria diagnostic plans.
Lead the planning and actual delivery of EQA & QC, training and mentoring activities for
laboratory personnel in supported districts.
Represent MC in various meetings related to malaria control in Uganda.
Lead activities
involved in quantifying malaria laboratory diagnostic supplies and reagents.
Lead the process of developing the technical content for the SMS based support to laboratory
personnel.
Generate periodic programmatic reports on program activities and advancement toward
milestones.
Other Responsibilities
Perform other tasks assigned by the supervisors Program Manager and Regional Coordinator
Manage day-to-day operational aspects of the program
Optimize the project’s visibility among other stakeholders and the development community at
large
Personal Specification
Qualifications and Experience:
A university degree/diploma in Medical lab technologist with public health degree/diploma.
Experience working in public health implementation or communicable disease control in
Africa
Experience in laboratory diagnostics
Experience training others in laboratory techniques, including malaria detection
Familiarity with the Ugandan health system
Demonstrable experience and capacity in effective monitoring and evaluation, including the
design and conduct of surveys, data analysis and interpretation relating to both quantitative
and qualitative methodologies, documentation and dissemination
Experience in carrying out field-based operational research
Excellent communication skills, with a supportive management style
Excellent stakeholder liaison skills, and experience in working in partnerships to deliver
programmes
Thorough understanding of both preventive and curative aspects of malaria control
Familiarity with the strategies and guidelines of the Uganda National Malaria Control
Programme
Experience in training of health workers
Experience in using participatory adult learning techniques
Fluent in both oral and written English
Good analytical skills
Experience in capacity building/ transferring of skills
Excellent organization skills
Knowledge of Acholi, Lango or Karamajong language
