Introduction

Projects supported by GEF are tailored to contribute to enhanced global biodiversity well-being.

The Maasai Wilderness Conservation Trust is in direct partnership with GEF under the GEF 5 Southern Range lands project.

One of the key areas for advancement and enhancement of Wildlife Conservation in the productive Southern Kenya range lands through a landscape approach in the Kuku Group Ranch is planned use of the natural resources on Kuku.

These terms of reference (TOR) set out the expectations for the development of Kuku Group Ranch Land Use Plan.

Objective and Scope

  • Project summary

    Maasai Wilderness Conservation Trust (MWCT) received support from GEF5 to implement a project titled Enhancing Conservation in the Productive Southern Kenya Range lands through Landscape Approach’.

    In this project, MWCT plans to facilitate the development of Kuku Group Ranch Land Use Plan (covering both Kuku a and Kuku Group Ranches, an area of approximately 283,000 acres) through a community driven process.

    Throughout the process, community awareness and consultative meetings shall be conducted to receive inputs and give feedback in order to ensure full community ownership of the process outputs.

    MWCT, cognisant of the fact that the land use planning process shall require expertise in different aspects of land use, is currently seeking the services of a qualified consultant who will lead the process of developing a Land Use Plan for Kuku Group Ranchesover a period of 9 months.

  • Primary objective

    To empower the local community to effectively manage their own natural resources in order to improve rangeland conditions, ecosystem functioning and connectivity which would assist in greater livelihood security and improved biodiversity conservation.

    Context of this consultancy Part of the project focuses on capacity building of the local partners, community and local authorities in effectively improving land use practices and rangeland conditions at task-specific and more strategic, long term levels.

    It is envisaged that through the development of a Land Use Plan, Kuku Group Ranches will benefit from enhanced capacity to sustainably use their natural resources to secure their livelihoods while promoting a biodiversity conservation.

    Scope of work

    The successful candidate/firm will provide leadership and documentation in the process of developing a Land Use Plan for Kuku Group Ranches.

    The consultant will work closely with responsible MWCT staff, the Project Implementation Committee (PIC), local community leaders, interested stakeholders and the general community.

    Consultants Duties $ Responsibilities

  • Assess and document current land use practices within Kuku Group Ranches (stock-taking/inventory) and their
    relative significance:
  • This will be done in a process involving community leaders meetings and workshops, community members meetings and workshops, field visits etc
  • Assess existing community land use arrangements and their influence and impact on current and future land use practices:
  • This will be achieved in a process involving discussions with local community leaders, stakeholdersof interest, review of existing documents such as grazing plans, conservancy agreements, lease agreements, management agreements etc
  • Analyse the past and present trends of land use: This will be done from the information gathered from satellite images, ground truthing, community meetings and workshops,stakeholder meetings etc
  • Identify and document sustainable land use practices that promote:
  • Community livelihoods and cultural heritage
  • Biodiversity conservation
  • Reduced land use conflicts
  • Climate change adaptation strategies
  • Sustainable agriculture
  • Sustainable urban centres

    The Consultant

    The ideal candidate (an individual or a firm) should possess the following qualifications:

  • A Masters Degree in the field of Urban and Regional Planning, Geography, Environmental Planning, Land-use Planning or similar field.
  • A firm comprised of key staff with relevant diverse skills will be an added advantage
  • Evidence of the ability to develop GIS based Land Use Plans
  • Familiarity with Kuku Group Ranches is desirable
  • The consultant shall have excellent planning, analytical, report writing and communication skills, and excellent knowledge of English
  • Minimum 5 years of relevant professional experience
  • Experience in offering consultancy for GEF funded projects will be an added advantage
  • Demonstrated experience in wide stakeholders consultation along the inter-disciplinary approach
  • Previous experience working with pastoralist communities will be an added advantage
