    Position Description

  • Under the direction of the Country Director, the Director of Programs will support the effective and successful implementation of IMA World Health's portfolio in South Sudan.

  • S/he will provide technical, administrative, and managerial support, to assure quality, impact and cost effectiveness of all programs.

  • Provides leadership and assists in defining the country portfolio's strategic direction.

  • Effectively supports implementation of the projects; is active in communicating well and regularly with donors; provides guidance and assistance in reporting, documentation and knowledge management; supports monitoring and evaluation; identifies opportunities and prepares proposals; and liaises with donors and partners. This position will be based in Juba with frequent travel to program sites.

    Key Responsibilities

  • Supervise project managers to ensure project results are met, including tasks such as timely deliverables and financial report submissions, execution of subcontracts

  • Assist in developing, monitoring and revising budgets; supervise the project budget management and expenditure, in collaboration with project managers and HQ staff, ensuring budgets are spent according to donor rules and regulations

  • Oversee operational program performance in collaboration with the Operations Director in issues such as timely sub-award development, procurement, and staff recruitment. Identify and troubleshoot operational implementation concerns

  • Lead communication with donors, government partners, and other key stakeholders to share project status, progress and key deliverables
    Conducts field site visits to ensure that project is progressing according to plan
    Establish routine communication mechanisms with project staff through staff meetings and other means to ensure project implementation concerns are discussed and addressed

  • Collaborate and communicate regularly with IMA/HQ on all programmatic, subaward, financial, and compliance aspects

  • Identify and document best practices and lessons learned to improve South Sudan program portfolio performance

  • Work with the Country Director and other staff to identify new business opportunities, design new projects, write proposals and provide technical assistance and backstopping when required

  • Other duties, as assigned by supervisor

    Qualifications/Experience/ Skills

  • Master's Degree required in a health-related field

  • A minimum of 7-10 years in project management or project design and monitoring

  • Experience with multiple donors including USAlD/OFDA, World Bank , UNFPA DFID, UNICEF and/or Global Fund Grants

  • Demonstrated experience in business development including scoping, proposal writing and relationship management

  • Strong writing skills with demonstrated experience in business development and authoring of donor deliverables

  • Demonstrated performance as a decision-maker with excellent interpersonal skills and capable of directing and managing change, inspiring teamwork and high performing teams

  • Demonstrated leadership in working with host county officials from the health, livelihood, community, NGO/FBO/CBO sectors

  • Excellent computer skills (Microsoft Office, PowerPoint and Internet)

  • Must be able to work independently, multi-task, be persistent and work under tight deadlines

  • Experience living or working in South Sudan

  • Ability to travel a minimum of 25% of the time

  • Community Health Programs Experience - Understands determinants of community health and how to build the capacity of communities, health-related agencies and other service providers to function as equal partners in community-based service, training and education. Understands the details of the continuum of healthcare and corresponding treatment and stays current with the latest developments in this field

  • Decision-Maker - Demonstrates excellent interpersonal skills. Capable of directing and managing change, inspiring teamwork and high performing teams

  • Strategic planning and integration - Demonstrates the knowledge and capacity to foster development of a common vision. Identifies a path to meet strategic goals by developing short- and long-range plans that are appropriately comprehensive, creative, realistic, and effective in meeting goals. Exhibits leadership in integrating planning efforts across work units
