ResponsibilitiesThe position is responsible to the Senior Manager Corporate Services for the following:Implementation of constitutional, legal and regulatory provisions on human resource management, development and administration.
Ensuring fair application of Agency’s human resource policies, instruments, standards and guidelines.
Providing guidance in the development, interpretation, implementation and review of human resource policies, guidelines and standards.
Coordinating organizational development and job reviews.
Managing staff recruitment, selection, appointment, development, capacity building, promotion, discipline and separation within policy.
Developing, reviewing and coordinating implementation of employee welfare and other incentive schemes.
Implementation, monitoring, evaluation and improvement of performance management systems.
Making regular analyses on staffing levels and recommendations for proper deployment, optimization and succession planning.
Ensuring the establishment and operation of grievance handling mechanisms for internal and external stakeholders.
Reviewing emerging approaches and practices in managing the human resource function and initiating their integration into the Agency’s policies and practices.
Championing change management programs and promoting continuous improvement philosophy.
Coordinating the conduct of annual performance appraisal on all employees.
Administering and managing the Agency’s payroll.
Analyzing skill and knowledge gaps within the Agency and planning, resourcing and executing training and development programs annually.
Ensuring maintenance and safe storage of employee records.
Coordinating implementation of administration policies, regulations, standards, rules, and procedures.
Developing and maintaining the Agency’s assets register.
Maintaining the Agency’s assets and property in good working condition.
Establishing and maintaining appropriate, effective and efficient records management systems and facilities for the Agency.
Overseeing the provision of security for the Agency’s installations, premises and employees.
Reviewing the design and implementation of security systems for the Agency.
Coordinating office management services, office accommodation, transport and logistics as well as provision of equipment, tools and uniforms to employees.
Investigating incidences of security lapses in the Agency in liaison with relevant security agencies.
Making arrangements for the timely acquisition of legal documents such as motor vehicle log books, insurances and licenses in conjunction with relevant agencies and the legal function.
Preparation of regular reports as required.
Developing draft performance targets for human resources and administration, being contracted and evaluated annually.
Qualifications
To effectively perform the outlined duties, the Agency seeks
to recruit a candidate with the following qualifications:
Bachelor’s Degree in human resources management or commerce (human resources option) or equivalent from a recognized university.
Master’s Degree in human resources management, business administration, public administration or equivalent from a recognized university is an added advantage.
Attended a management or leadership course lasting at least four weeks.
Be a member of a relevant professional body and of good standing.
At least ten years of relevant experience in human resources management, development or industrial relations.
Five years of relevant experience in a supervisory position within a medium to large organization.
Demonstrable negotiation, communication, analytical, strategic thinking, proposal writing, mentoring, coaching, problem solving, presentation and teamwork skills.
Proficiency in use of automated human resource and administration tools.
Track record of achievement of set performance targets.
Meet requirements of Chapter Six of the Constitution.
