Project Officer, Emergency Response

To support the smooth implementation, monitoring, and documentation of REVIVE project activities as detailed in the project proposal. S/He will be responsible for field-level implementation of the LWR’s REVIVE- Emergency food voucher Project, including coordination with beneficiary communities, working closely with other stakeholders to ensure the smooth implementation of quality programming.

Duties And Responsibilities:

The emergency response project officer in collaboration with the CARE Project Coordinator, and line Ministries will be required to:

  • Prepare and maintain/update detailed work plan(s) that support and achieve the overall grant timeline and completion date in line with approved expenditures to designated level and track budgets to ensure that all spending is in line with approved budgets and timelines.
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Ensure all monitoring activities, including beneficiary work norms, regular market monitoring and vendor spot-checks are fully documented, including systematic and timely data collection
  • Prepare regular reports on activities, progress, indicators, and achievements as specified in reporting schedules.
  • Work closely and coordinate with Finance Manager and Program Manager to ensure timely and compliant program activities and expenditures

  • Support in training the selected beneficiaries and community members on the proper handling and use of food vouchers

  • Mobilize farmers to participate in the project activities within the operation area to accomplish the stipulated work norms as per the proposal;

  • Execute activities as per the Detailed Implementation Plan,
    timely and responsibly

  • Take good care of the organization’s asset/equipment under your custody at any given time e.g. motorbikes, computers;

  • Collect and submit data necessary for periodic weekly, monthly quarterly and Donor reports

  • Issue verification and payment lists and track progress of the same

  • Maintain accurate and complete records of the food voucher project activities

    Required qualifications

  • Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, Public Health, or related field

  • Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
    2-3 years of experience working in a humanitarian context, preferably during an emergency.
  • 1-2 years of technical experience implementing cash transfer, cash for work, or cash voucher programs.
  • Experience facilitating technical trainings and workshops related to emergency response, food security or livelihoods.
  • Prior experience in developing program implementation work plans, data collection and analysis, and program reporting
    Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • NGO experience preferred
  • Excellent persuasion, negotiation, verbal and written communications skills is required and additional fluency in local dialects is preferred
  • Demonstrated ability to work effectively with farmers, local government, non-government organizations and community based organizations
  • Ready and willing to ride a motorcycle
