The Protection Advisor provides strategic, technical guidance and vision for World Service (WS) protection work in the East Africa region.
The advisor should keep abreast with emerging best practices in protection, social cohesion, CBPS, and safeguarding in both humanitarian and development contexts.
S/he should provide technical support to the WS regional and country-specific initiatives in the implementation of the Protection and Social Cohesion program area of the 2019-2024 WS global strategy.
Additionally, the position is supervising one Emergency Program Manager.
Based in Nairobi, Kenya, the position reports to the Global Humanitarian Coordinator based in Geneva and is administratively supported by the Country Representative in Kenya.
When deployed to other LWF country programs or emergency operations in Africa, the Protection Advisor will report to the LWF country representative or team leader for that program.
Key Responsibilities
Support in the implementation of the Protection and Social Cohesion programme area of the WS strategy and the alignment of country or regional protection interventions with the global Collective Outcomes Framework (COF)
The rollout and revision of the Protection and Social Cohesion Guidance Note and formulation of relevant theories of change (ToC) to inform WS protection work in the region in coordination with WS Geneva staff
Lead in proposal development and assessing potential programme growth based on context analysis and emerging needs and opportunities
Provide technical support to Protection staff in the region, including Child Protection, Gender Based Violence, Advocacy and others working on protection-related issues in accordance with technical best practices and standards and LWF WS strategy and policies
Liaise with WS global Focal Points responsible for Rights Based Approaches (RBA), Gender Justice, Child Protection, Livelihoods, Core Humanitarian Standards (CHS), Safety and Security, Compliance and Accountability to ensure relevant support, tools and resources are utilised in programme development and implementation
Establish and maintain strong relationships with relevant regional and country-specific protection networks, building the profile of LWF World Service as a key actor in Protection and Social Cohesion interventions
Develop and maintain partnerships with NGOs, UN agencies and government ministries to support WS protection interventions in close coordination and collaboration with Country Representatives and WS Geneva staff.
Represent WS in key protection cluster and working group events and initiatives, ensuring prompt and effective feedback to Country Programs and Geneva as appropriate
Overall responsibility for proper management and implementation of the East Africa Hub budget
Strengthen staff capacities in context analysis, needs assessment, emergency preparedness and early response programming for Protection and Social Cohesion interventions, before, during and after emergencies
Ensure technical quality of proposals and reports, acting in advisory capacity towards country programs and emergency operations
Develop and maintain a monitoring and evaluation plan, including the systematic collection and analysis of data, in collaboration with the Planning Monitoring and Evaluation and Reporting unit
Ensure that Protection Minimum Standards in Humanitarian Action, Best Interest Procedures Guidelines and other core technical tools are understood, used and observed
Develop synergies with the Livelihoods and Quality Services programme areas and coordinate with other technical advisors at country, regional or global levels to ensure high quality integrated programming
Participate in recruiting, training and mentorship of Protection technical staff
Ensure that the Protection teams
in the different country programs receives ongoing feedback/support
Develop a capacity-building plan for Protection staff and actively seek out formal and informal training opportunities for them
Ensure Hub and Protection staff understand and respect the LWF Code of Conduct, Child protection, complaints and response mechanisms and other policies and guidelines that ensure protection of the rights of all persons involved in LWF operations
Consistently and proactively, monitor the safety, security and overall wellbeing of the team; promptly reporting concerns or incidents to LWF country/HQ focal points or to senior WS management, as appropriate
Qualifications, Experience and Competencies
Master’s degree in law, social work, education, psychology or related field and demonstrated expertise and experience in concrete protection-related work at scale
At least five years’ experience in development or emergency settings implementing multi-sectoral or Protection and Social Cohesion related programs such as child protection, SGBV, peace building
Program management and protection programming experience is highly desirable
Personnel management experience, including technical capacity development and team building
Prior experience working with stakeholders on policy or guidance notes development and/or strategy development and roll out is highly desirable
Demonstrated experience in planning, monitoring, evaluation and reporting
Technical skills in a given field in protection such as child protection or SGBV in emergency, recovery, and development contexts, mastery of community based protection and/or psychosocial support approaches
Experience in partnerships, including transition from direct service delivery to working with duty bearers and local actors (government ministries, civil society organizations, etc.)
Capability of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
High Integrity, advanced self-management and a good understanding of humanitarian action and principles
Strong written and oral communication and interpersonal skills, representation and liaison with professional networks
Proven strong report and proposal writing skills
Excellent computer skills in programs such as: MS Word, Excel, PowerPoint
Experience in staff self-care and coaching, willingness and ability to spend significant time (more than 50%) in field sites
Ability to speak, read and write English proficiently (C2); Working knowledge of French (C1) is a distinct advantage
Proficiency in Swahili /Arabic or other languages widely spoken in East Africa is an advantage
