Living Goods Digital Health Officer Jobs in Uganda

Purpose of the Role

This role is aimed at giving technical guidance and supporting the Acting Commissioner, Division of Health Information in putting in place a CH Information System and create pathways for acceleration of applying digital health in Community Health Systems Strengthening. As our activities are expanding we are looking for a Digital Health Consultant to join our team.

Main Duties and Responsibilities

Support the department in the process of developing the systems integrations guidelines, digital systems registry and integration framework for CHIS.

Act as liaison between Living Goods and Ministry of Health (MoH)/Partners in order to coordinate and support the implementation of a technical assistance approach achieving impact through the Living Goods approach to community health

Lead follow-up and engagement with MoH and key stakeholders on systems integration of LG community health digital systems and tools with MoH DHIS2 and CHIS

Follow up with both the Maturity Model and Cost Benefit Analysis projects work within MoH for national approval and uptake.

Assist in the coordination of in field-based activities with LG, MOH and any other key stakeholders

Participate in key activities, including workshops and technical meetings

Regularly (monthly) reporting to LG on activity progress

Forge partnerships and networks to enhance use of digital tools, data for decision making, standardization of tools and integration of the various digital tools in-country.

Support development of periodic reports on implementation of community health digital tools.

Strategy and Business Management Skills

• You are a strategic thinker with a strong ability to work at a system level to develop strategies that address a range of complex considerations including healthcare delivery models, governance requirements, funding, program implementation, and stakeholder interests.

• You are experienced in program design and management and can lead the development of strategies, accountability frameworks and evaluation approaches.

Healthcare System and Digital Health Knowledge:

• You have a strong understanding

of Ministry of Health’s healthcare system and the Digital Health landscape, including the broad socio-economic issues impacting provincial healthcare, models of healthcare and digital health delivery, funding, governance and related critical issues.

Stakeholder Management and Communication Skills:

• You have excellent stakeholder management skills with strong political acuity and an understanding of critical issues and concerns faced by a variety of healthcare and digital health stakeholders.

• You have a demonstrated ability to build strong partnerships and working relationships with internal and external stakeholders using strong consultation, consensus-building and negotiation skills.

• You have highly developed presentation and written and verbal communications skills.
Leadership and Project Management Skills:

• You have proven leadership and project management skills with the ability to plan and lead concurrent projects, cross-functional teams and work groups.

• You possess the ability to work under pressure and manage tight deadlines and competing priorities.

Person Specification

Qualifications & Experience

Applicants should have:

Degree in Health Informatics, Information Technology or equivalent.

At least 4 years of experience in public health and program management at national and sub-national level

Experience working with digital health tools

Familiarity and experience with DHIS2

Experience in systems integration

Understanding of Community Health Structure and local government systems.
