About Us Lively Minds is an award-winning NGO working to get pre-schoolers in rural Ghana & Uganda school-ready. Over 250 million children under 5 years globally do not get the early childhood care and education (“ECCE”) they need, leading to poor health, poor education, lost life opportunities and poverty. We believe that one of the main barriers to ECCE is that parents in remote resource-poor villages lack the information, education and aspiration to provide basic and affordable opportunities for their children. We have developed an innovative behaviour-change programme that empowers marginalized, poorly educated Mothers to run educational Play Schemes for pre-schoolers and to provide better home-based care, using cheap local resources. Not only does this result in positive outcomes for child development, but also has positive impacts for the Mothers too.
These are exciting times for Lively Minds. In Uganda we are in 3-year period to test and position our programme for scale. Over this period we will support district and sub-county officials in Mayuge District to deliver the programme across all eligible communities in the District (approximately 420 communities). We will also conduct a mixed-methods independent evaluation and build the case for Government adoption and replication. Our funders include USAID and Echidna Giving.
In Ghana, we are finalising a partnership agreement with Ministry of Education and Ghana Education Service (“GES”) to integrate the programme into the national kindergarten system and to support them to scale it across 60 rural districts in the northern regions of the country, reaching approximately 4000 kindergartens and 1.1million children.
Main Duties and Responsibilities
The programme will be implemented across Mayuge district, and our goal is that it is run and sustained to quality standards by communities supported by sub-county and district teams.
In order to achieve this, we have agreed to provide each sub-county with an agreed package of technical support (including provision of coaching, training, financial assistance) to embed the programme (“embed phase”).
These support activities will be conducted by our internal Liaise Officer team.
The Programme Coordinator is responsible for leading the Liaise officers and ensuring that the technical support activities are provided, and that local government is able to run the programme to quality standards. **
Lead responsibility for sub counties
Responsible for overseeing the provision of technical support activities to sub-counties and district teams
Support the Country Director in managing liaise team to provide quality supervision and coaching of local government officials, identifying risks and problem solving, esclating where required
Build capacity of direct reports to prepare timely and accurate reports
Lead team to monitor quality of Play Schemes and Parenting Workshops, problem solve and provide timely and accurate reports
Responsible for the success of the “embed” phase
Support set-up team in set-up phase
and establish relationships with sub county team, ensuring sensitiation, buy-in and capacity building through training, coaching/mentorship. Monitor and report on set-up activity compliance by sub county team, identifying issues and proactively problem solving
Build local government capacity and ownership through trainings, and field and phone coaching/mentorship sessions, providing correct messaging and motivation and transferring ownership
Supervise quality of activities delivered by sub counties - Top-up workshops, monthly meetings, monitoring, termly reporting, radio programme etc.- proactively identifying challenges and coaching sub-counties to solve challenges
Supervise and report on sub county compliance, analysing data and financial reports/accountability, identifying risks, problem solving and escalating where appropriate
Share lessons learnt and contribute to improvement of sub county ongoing support package
Quality assurance
Monitor quality of Play Schemes and Parenting Workshops identifying risks and bright spots and proactively problem solving
Provide timely and accurate reports of Play Scheme and Parenting Workshop quality
Leadership
Be an ambassador of Lively Minds and our mission in all you do
Role model and ensure that your direct reports adopt LM cultures and competencies
Where required, manage the performance of and build capacity of district liaise officers, providing coaching and mentorship and regular feedback
Support the Country Director when needed (i.e. supporting in team management, country budgets, etc.)
You may be assigned any other responsibility in agreement with your line manager, in contribution to Lively Minds work and in recognition of your experience and skills. It is therefore expected for staff to be flexible and willing to contribute to the work of the wider team.

Qualifications: Undergraduate degree in a relevant subject
3 years project management experience
Strong ability to coach others and deliver training
Ability to manage a small team where required with limited supervision
Ability to handle finances/budgets and schedules
Ability to work with high level government stakeholders
Strong data analysis and problem solving
Ability to write basic reports clearly
Tech literacy- basic user of MS word, ppt excel, MS Teams, able to adapt to and learn new tech systems easily
Desirable Experience and Skills
Community education programmes
Experience managing others
Experience working with teams at a distance
