    Job Summary

  • As a part of the Vision of a Healthy Village (VHV) program, the Water Works Technician is responsible for ensuring that the highest quality maintenance and repair work is performed on all water, sanitation, and hygiene (WASH) hardware in the communities and schools that are part of the Water Works program.

  • The Water Works Technician will be an all-round mechanic/technician who is familiar with maintenance and repair for hand pumps, motorized pumping systems, rain tanks, latrine blocks, and handwashing stations.

  • In addition to maintenance and repair works, the Water Works Technician is also responsible for testing water quality, promoting a contamination-free, clean environment around WASH hardware, and supervising outside contractors when necessary.

  • S/he will also assist the Lifewater programme hardware team in the supervision, monitoring and reporting of hardware construction activities.

  • This is a highly accountable position in which all activities are logged into an online data system (Akvo) for review and quality assurance.

    Duties and Responsibilities

  • Maintenance and Repair of WASH hardware

  • Monitor, assess, and perform preventative maintenance and repair work on water, sanitation, and hygiene hardware constructed by Lifewater

  • Perform water quality monitoring as needed
    Monitor latrine block filling rates in schools and work with the APM and WASH Sustainability Officer to coordinate with the District and School Management to ensure the latrines are emptied in accordance with the memorandum of understanding

  • Interact with community and school representatives during maintenance and repair visits, understand their concerns, and respond accordingly

  • Ensure harmony between the technical aspects of the hardware being maintained and the ‘software’ aspects within the Lifewater target communities and schools

  • Promote holistic water, sanitation, and hygiene practices in communities and schools

  • Water Works Planning, Reporting, and Community Liaison

  • Supports WASH Programme Engineer and WASH Sustainability Officer to plan the annual maintenance and water quality testing schedule for the coming year

  • Notify communities and schools of their planned visit dates. Collect and submit monitoring data on a daily basis using the AKVO online monitoring system

  • Manage the Water Works phone and respond to calls with a high level of customer service

  • Ensure repair calls are answered and water points are repaired within three days of receiving the initial call

  • Collaborate with the WASH Sustainability Officer to plan for monthly and quarterly parish level meetings and follow up with communities and schools on their payments / contributions to maintenance of water and sanitation facilities

  • Prepare and submit regular reports and updates on water works activities to the supervisor

    Technical Supervision and Record Keeping

  • Support the Engineering Assistant in monitoring construction defects on water points and institutional latrines during retention period and assist in supervising repairs of the defects by contractors

  • Oversee and supervise school latrine block drainage

  • As needed, assists in the supervision of construction of WASH facilities in communities, schools and health care facilities in collaboration with the hardware team members

  • Record parts usage in logbook and submit logbook to the Finance and Administration
  • Assistant at the end of each day for inventory reconciliation

  • Perform monthly stock checks with support from the Finance and Administration Assistant and WASH Programme Engineer

  • Work with the WASH Programme Engineer and WASH Sustainability Officer to order new parts when needed

    Other Responsibilities

  • Participate in regular staff/Skype meetings and morning devotion

  • Prepare additional reports and take part in additional meetings when needed

  • Ensure all the maintenance, repair, and water quality materials procured for Water Works are used efficiently

  • Ensure the maintenance and proper care of all the tools and equipment used

  • Carry out other assignments as may be required by the WASH Programme Engineer and Sustainability Officer

    Qualifications and Experience

  • At least 3 years’ experience in maintaining and repairing rural WASH hardware (including hand pumps, piped water systems, and latrine blocks)

  • Minimum qualification of a diploma in Water/Civil Engineering, certificate in plumbing is an added advantage. Additional training in water quality testing and supervision of contractors is preferred

  • Experience working with District Water Office and hand pump mechanics associations

  • Able to work well in a team to produce high-quality results

  • Demonstrated ability to establish strong relationships

  • Competence in tracking and recording inventory with a high level of detail

  • Analytical skills and decision-making abilities even in complex and sensitive situations

  • Computer skills, and especially with Microsoft Office applications

  • Experience using smart phones

  • Ability to operate a motorcycle and with a clean valid riding license (Class A)

  • Must be a committed Christian and able to adequately lead in contexts of denominational diversities

  • Must be a team player and able to work independently and as part of a team and key stakeholders in the target districts toward realizing key program milestones

  • Good communication and negotiation skills
    Determined and willing to travel across the program area, riding a motorcycle

  • Punctual, honest, dependable, servant leader, trustworthy, encourager, peace keeper, multi-tasking, and self-starter

  • Excellent command of the English language, both written and spoken

  • Ability to communicate in Lulamogi, Lusoga, Luganda
