    Job Summary

  • The Director of Programs (DP) leads all aspects of the implementation and expansion of the Vision of a Healthy Village (VHV) program in alignment with the country strategy.

  • Providing leadership, strategic direction, management and evaluation of the Lifewater programs in Uganda, the Director of Programs also plays a key role in program coordination, team leadership, external representation, and legal compliance.

  • The purpose of this position is to ensure the highest quality of WASH programming in the existing operational areas (Kaliro, Mayuge, and Kakumiro districts).

  • The goal is to ensure every programm is delivered successfully and adds greatest value to the organisation.

  • The DP will do this by providing leadership to each of the program managers, critical analysis of program data/results, oversight of new program development, preparation of reports for external stakeholders, and by performing regular visits to the field for planning, monitoring, evaluating, and coaching of staff and quality assurance.

  • Lifewater International Uganda seeks to recruit qualified persons to fill the vacant position of Director of Programs.

    Duties and Responsibilities

    To perform this job successfully, an individual must be able to perform each essential function in the allocated time:

    Proactive Program Management and Leadership (60%)

  • Initiate programs in collaboration with the Country Director (CD), Area Programme Managers (APMs) and headquarters (HQ) planning and design team in line with the strategic objectives of the organization

  • Responsible for the overall management of Lifewater International program activities to ensure effective and efficient use of financial, human, and material resources within policies, procedures, and work plans

  • Oversee program implementation and ensure effective and efficient use of financial, human and material resources within the required timeframes. Where necessary, ensure preventative and corrective action is taken
    Provide technical inputs and assistance to programs staff with particular attention toward financial management and reporting systems
    Represent the organization and liaise with local and national authorities and donors to facilitate successful coordination of activities and ensure transparency in the community

  • Make sure that operation and maintenance, as well as environment and sustainability issues are considered and factored into program design; ensuring that it is evidence based and well linked to other sector activities
    Supervise all program managers, provide feedback and resolve complex problems
    Discover ways to enhance efficiency and productivity of procedures and people
    Review reports prepared by managers to determine progress and issues

  • Ensure program operations and activities adhere to legal guidelines and internal policies and standards

  • Keep senior management informed with detailed and accurate reports

  • Ensure appropriate security procedures, and monitoring, analysis, and reporting systems are functioning and transparent at all field sites
    Serve as a member of the Country Management Team (CMT) and support in organizing CMT meetings and implementation of the action areas

    Program Quality / Capacity Building (20%)

  • Using program data and discussions with field teams, identify areas for improvement in VHV activities and strategy, and work with HQ to make needed adjustments to improve effectiveness

  • Determine training and capacity needs for field staff and develop relevant action plans
    Provide ongoing training and capacity building of program managers and other field staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

  • Make necessary arrangements
    for trainings to be conducted by HQ in Uganda.

  • Ensure that appropriate care, training and support are being provided to all staff in the organization

  • Provide guidance for policies, practices, standards and guidelines to all field staff
    Plan for and implement reflective practice and learning events by program staffs and country office for ongoing improvements in program delivery

    Compliance (10%)

  • Monitor, evaluate, and report on all program activities to CD

  • Collaborate with CD and program managers to maintain security of staff

  • In conjunction with CD and APMs, support teams in project design, budgeting, developing concept notes, ensuring that projects meet government and donor planning, programming, monitoring, reporting and financial requirements, including program quality standards

  • Assist CD in implementing the Lifewater strategic plan

  • Conduct weekly meetings with CD to ensure that week’s planning and priorities are optimal

    Representation (10%)

  • Stand in for CD in his/her absence as needed

  • Attend and represent the organization at coordination meetings which are relevant to country operations activities, including government and sector meetings

  • Interface with national government and relevant agencies to ensure mutual understanding of operations

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors

    Qualifications and Experience

  • Advanced degree in Community Development, Social Work and Social Administration, Development Studies, Public Health or related field preferred and with hands-on experience in managing rural WASH programs

  • 8-10 years of progressively responsible program management experience, in a WASH National/International NGO setting, including Senior or Country-level positions

  • Significant experience in managing WASH programs, or related programs in rural Uganda

    Capabilities

  • Hands-on experience in managing remote teams in different locations

  • Broad knowledge of program management principles and techniques

  • Demonstrated ability to lead and build effective program teams

  • Strong writing, data analysis, presentation and reporting skills

  • Demonstrated ability to nurture relationships and represent the organization in National and Regional-level forums

  • Excellent organizational and leadership skills

  • Excellent Knowledge of performance evaluation techniques and key methods

  • Strategic and analytical mindset

  • Ability to develop, manage plans and budgets

  • Strong writing, presentation and reporting skills

  • Knowledge of operational safety and security practices and standard operating procedures

  • Ability to proactively improve organisational processes and procedures

  • Fundraising and grant management knowledge and experience

  • Proficiency with MS Word, Excel, PowerPoint, etc.

  • Ability to read, write, analyze and interpret, technical and non-technical in the English language

  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and other related regional players
