The position will provide oversight to the Education for Life - Leave No Girl Behind
(EfL- LNGB) project in Kisumu County, coordinating the activities of the downstream partners and activities that will be delivered directly through Leonard Cheshire (LC) while also coordinating with the EfL consortium and the Fund Manager at the national level.
The PM is the lead of the project at LC. The position will ensure effective support and monitoring of implementation of activities and impact by the partners and ensure we deliver the commitments in the EfL programme in a timely, efficient and cost effective manner.
The position will support the overall representation and coordination between LC and EFl consortium partners while managing implementation by LC downstream partners and managing project staff.
The position will be accountable for
compliance, safeguarding and reporting for LC.
Key Responsibilities
Overall coordination, management and delivery of the Education for Life- Leave No Girl Behind (EfL- LNGB) project in Kisumu County
Develop, consolidate and Implement project plan and ensuring project delivery across the partnerships (main and downstream partners)
Set up effective project management structures, tools, processes and team for optimal implementation of the project, internally and for donor accountability and for resolving/escalating internal dynamics
Coordinate high quality monitoring and evaluation of the project in line with the project guidelines, providing support as appropriate to the programme area.
Design relevant capacity building programmes and support in providing
capacity-building for partners and LC staff
Ensure accurate plans and budgets are prepared in suitable formats, are up to date, and according to the donor requirements.
Liaise with Partners, MEL Officer and Project Accountant to produce quality periodic reports as per the specifications of the project and for
LC internal reporting.
Provide management analysis of the progress and financial reports to the Regional Representative and LC management and respond to
priorities that emerge from their meetings in a timely manner.
Design, concession and monitor progress of deliverable, surveys including baseline for purpose of serving as evidence reference
campaign and policy influence work of the project
Liaise with the project team especially working closely with National Disability Adviser to Identify and lead in the development of
advocacy/policy positions, and opportunities to influence policy nationally, regionally and internationally.
In consultation with the Chairperson, organise and record periodic Steering Committee meetings of the project as agreed by the consortium.
Provide support and advice to the downstream partners and LC in order to address project related challenges across, promoting
compliance with standards
Ensure optimal use of financial resources by both LC and downstream partners; managed in a transparent and accountable manner, consistent with LCs and donor policies, systems and procedures
Be responsible for the management and oversight of the EfL-LNGB
Respond robustly to any suspicions or reports of fraud, safeguarding or other incidents, and adhering to LCs policies and procedures on
investigations
Responsible as the primary budget holder for the programme; ensuring
that requisitions and posting/liquidations follow the approved budget
codes before finance finalises reports on a monthly or other periodic basis
In collaboration with the finance department, review and analyse budget vs actual comparison reports as agreed by the organisation
and take necessary steps to ensure proper management and utilization of budgets including by downstream partners
Ensure financial and budgeting systems are maintained accurately and planning adjustments are made frequently (monthly and quarterly) to
ensure 100% of budget lines are spent annually and by end of project
Ensuring timely, consistent and adequate communication on the progress of the project in order to collate and share learning; and
Represent Leonard Cheshire in different forums as required
Plan and hold meetings with the Downstream and other relevant stakeholders as may deemed fit for the good of the project administration
Line Management of Project staff i.e MEL and Accounts Officer and any other project staff in line with the organisational standards and
tools including setting and reviewing annual objectives,1-to-1 meetings, leave administration and generally their overall performance
Represent the project at the SMT level
Undertake any other relevant tasks as may be assigned by line manager.
Essential Requirements
A Degree (or equivalent) in Education, Social Sciences or a related field and a minimum of 3 years relevant work experience particularly in
education, children and women’s rights, or disability programming.
Strong facilitation, training participatory methods and coordination skills
Proven experience in managing large institutional funding and partners, working in a consortium, applied knowledge of project cycle
management including problem analysis, project design, financial planning and management, and monitoring and evaluation
Computer proficiency, including Microsoft Office and other key data processing software
Key Competencies & Skills
Effective implementation, monitoring and evaluation and communication skills
Possession of strong narrative and financial report-writing skills
High energy, ‘can-do’ approach combined with excellent skills to drive stakeholders to function at community level
High integrity, excellent conceptual and team relations skills
Experience of working with children and an understanding of child rights based approaches
Ability to effectively manage time, and spend sufficient time working in the field
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Capacity to tailor key messages to a range of different audiences
