Lake Victoria South Water Works Development Agency Senior Manager - Water Works and Services Jobs in Kenya
The position is responsible to the Chief Executive Officer for the following:Development of multi-year master plan for water works and services by jurisdiction and County.
Preparation of draft annual work plans, budgets and performance targets for water works and services projects, activities and interventions.
Identification, planning, pre-feasibility, feasibility studies, detailed designs and
technical specifications for water infrastructure development, expansion and
rehabilitation projects and programs.
Preparation of project proposals for water infrastructure projects.
Formulation of policies and strategies for improved delivery of water infrastructure development and management services.
Supervision of construction of water infrastructure within scope, standards, time,
cost and quality.
Preparation of technical reports on water infrastructure feasibility, design, construction, operation and performance.
Provision of leadership and guidance to the water works and services teams.
Coordination and supervision of all water works and services activities.
Establishment of effective and efficient systems for project execution, quality control and compliance with industry standards, codes and the law.
Contract and construction management of water projects and programs.
Prudent, transparent and accountable management of resources allocated for water works and services.
Establishment, maintenance and enhancement of productive internal and external stakeholder linkages and engagement in execution of water works and services projects and programs.
Regular monitoring and evaluation and evidence backed reporting on projects and programs.
Engagement of development partners on matters related to water works and services.
Originating research and development proposals on water works and services.
Developing annual performance targets for water works and services, being contracted
and evaluated annually.
Any other responsibilities assigned by the Board or the CEO.
Requirements
To effectively perform the outlined duties, the Agency seeks to recruit a candidate with
the following qualifications:
Bachelor’s Degree in civil or water engineering or equivalent from a recognized
university.
Master’s Degree in civil or water engineering or project management or equivalent from a recognized university.
Attended a management or leadership course lasting at least four weeks.
Be a member of a professional body in good standing.
Be a Licensed professional engineer.
At least ten years of relevant experience in planning, design, procurement, contract management and construction of large water and related infrastructure.
Five years of relevant experience in a management position within an organization of equivalent mandate and scope of responsibiliti
.Demonstrable negotiation, communication, networking, technical, analytical,
strategic thinking, proposal writing, mentoring, coaching, problem solving,
presentation and team leadership skills.
Track record of achievement of set performance targets.
Meet requirements of Chapter Six of the Constitution.
