Lake Victoria North Water Services Board Manager Procurement Jobs in Kenya

Introduction

Lake Victoria North Water Services Board (LVNWSB) is a state corporation and one of the eight water Boards established under the water sector reforms programme through the water act 2002. The mandate of the Board is to ensure efficient and economical provision of water and sewerage services within its area of jurisdiction

Responsibilities

Facilitate procurement planning, contracting and control to ensure compliance with best practices for value for money.

Prepare and maintain an updated procurement and disposal plan for the Board and ensure adherence to the plan. Liase with the Public

Procurement Regulatory Authority (PPRA) and Development Partners on matters within their jurisdiction.

In consultation with user departments, initiate the procurement process and coordinate the preparation of Terms of Reference, specifications and Bid documents.

Develop and maintain a database and a user friendly procurement tracking system to enhance efficiency.

Prepare monthly procurement and disposal reports and submit to PPRA.

Provide technical advice and guidance to staff of the Board on procurement and disposal matters.

Establish and update database of prequalified

suppliers and service providers.

Manage departmental resources and activities including but not limited to budgeting, procurement and human resource

Qualifications

Bachelors degree in procurement, supplies management or related business course with a diploma in procurement and supplies Valid

Supplies management practitioner's licence from KISM Registered member with KISM Masters degree is an added advantage.

Must have at least Ten (10) years working experience in procurement management in public Sector, five (5) years of which most be at a senior management position.

Proficiency in information communication technology.

Experience in contract management, good administrative and leadership skills.

Should have excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional ethical standing.

Experience in handling Donor funded projects an added advantage.

Should be self driven and capable of working under minimum supervision.

Must meet the requirements of Chapter Six of the Constitution on integrity and leadership.
