Project Background
Guinea worm disease (GWD) is poised to be the second human disease ever to be eradicated. In 2016, KYNE started a collaboration with The Carter Center to design and implement a communications campaign, supporting the countdown to zero cases of GWD in the remaining affected countries: Chad, Ethiopia, Mali and South Sudan.
The campaign promotes the reporting behaviour required to unlock a cash reward to enhance surveillance for cases, as well as key GWD preventive behaviours.
The Guinea Worm Eradication Programs (GWEP) in the four countries are responsible for overseeing the eradication programs in country.
The successful post-holders will be integrated into this structure, having a unique opportunity to support stakeholders with this historic public health milestone.
Essential Job Functions and Key Areas of Accountability
Serve as a lead contact in South Sudan for “It Pays to Report Guinea Worm”, managing campaign efforts at Juba level and operating with strong sense of urgency and flexibility
Serve as campaign representative during standing meetings (including Secretariat and task force meetings), delivering proactive, concise campaign updates and recommendations, and partnering with stakeholders to ensure responsive, effective coordination
Assist existing Programme Manager, if necessary, in the recruitment of other staff including Communications Officers, and liaise with TCC HR to ensure that all procedures are followed
Liaise with appropriate staff at TCC Juba office to follow national procedures for administration, finance and logistics as part of the implementation of KYNE's activities in South Sudan
Manage SSGWEP material and financial resources honestly, account for the dispensation of these resources via budget request forms, and ensure these are used for the intended purpose, in the right places, and at the right times
Support capacity building of national staff through on the job support and mentoring
Provide guidance and support to existing Programme Manager in the creation of strategic micro plans for dissemination across South Sudan, including quantification
and forecasting of required materials
Host regular review meeting(s) with stakeholders to align on planning and progress
Provision of technical guidance and monitoring of campaign activities, including supporting Communications Officers on microplanning, facilitating trainings, and monitoring activity implementation through field visits
Develop national and state level media/activity engagement plan; map out media houses, facilitate relationships and dissemination, and lead monitoring activities
Partner with in-country stakeholders to identify communications campaign training needs; facilitate training workshop(s) accordingly
Partner with M&E Manager to lead on data collection, including recruitment and training of research assistants (as applicable), and designing and implementing focus group discussions to regularly measure effectiveness of campaign materials; prepare monthly reports
Conduct assessments of new areas for campaign implementation, including drafting assessment plan, supervising data collection, and conducting top level data analysis
Build excellent rapport with in-country stakeholders related to the GWD eradication initiative
Act as primary liaison between national stakeholders and KYNE team, providing relevant information on a timely basis
Act as ambassador of SSGWEP and KYNE while in-country, supporting GWD eradication efforts
Qualifications and Experience:
MPH, MSc Public Health, Health Promotion, or other development related fields
Minimum 6 years working in an African country, preferably on health communications programming
Experience managing public health communications programs
Excellent written and verbal communication skills in English; local language skills an asset
Excellent interpersonal skills, including facilitating strong partnership with government, stakeholders and partners for health outcomes
Strong negotiation skills
Experience in working in conflict settings with focus on building resilience among stakeholders to produce desired results.
Experience of conducting qualitative or quantitative research and analysis of data sets
Experience of managing mid-size teams for public health objectives
Strong background in participatory methods for training and capacity building
Attention oriented and well organized
Excellent command of Microsoft Office package, including Word, Excel and PowerPoint
Ability to problem solve in challenging environments
Willingness to travel within the country, frequently, to remote areas, when security situation permits
Previous experience in South Sudan is an asset; nationals are strongly encouraged to apply
