The holder of this position will be in charge of Hansard, ICT, Research, and Library divisions.
Mandate
Public communication, ICT and Research standards, development and administration.
Provision of Public Relation Service, Language management policies and Promotion of eParliament.
Duties and Responsibilities
Developing and implementing Assembly Communications Strategy;
Coordinating Public and media Relations in the Assembly
Overseeing Corporate Communications; coordinating development of information,
Communication education to the MCA’s and Staff
Implement County Assembly’s’ ICT strategy and ensuring continuous improvement of ICT applications
Advising on the progress /implementation of ICT projects in the County Assembly and making progress reports to his office.
Coordinating systems analysis, design and programme specifications
Ensuring timely implementation and effective maintenance of systems
Designing and overseeing systems Installation and configuration.
Carrying out systems analysis, design and program specifications in liaison with users to ensure that information processing needs are met
Evaluating and recommending on the suitability of Information Communication Technology equipment.
Verification, validation and certification of information technology equipment.
Overseeing the overall coordination, monitoring and evaluation of ICT systems and operations in the County Assembly and ensuring that projects are completed within the set time and budget while adhering to procedures and standards.
Reviewing and evaluating feasibility studies and reports for implementation.
Ensure maintenance and accurate database of Hansard publication
Ensure that policies, rules, standards and procedures governing Hansard production
are well developed and implemented.
Preparation
and implementation of the departmental plans and budgets;
Perform other duties that may be assigned from time to time;
Requirements for Appointment
Bachelor’s degree in Computer Science/Information Science and any other
related degree from a University recognized in Kenya.

degree in a relevant field from a University recognized in Kenya.
Master’s degree and/or a senior management course is an added advantage
Wide professional experience in information management systems and knowledge in Information Communication Technology policies.
Have operational knowledge on information management systems.
Have at least eight (8) years relevant working experience in a relevant field.
Demonstrated professional ability, initiative and competence in planning and organizing work
A thorough understanding of the County Assembly structure and function in relation to ICT operations.
Excellent leadership, interpersonal and communication skills.
Proficiency in Computer packages
Possess Managerial skills
