Kulika Uganda whose Mission is to provide relevant skills and technologies to empower rural communities, has secured funding from the German government (BMZ) and Malteser International (MI) to implement the Livelihood and Migration Project; Reducing poverty by promoting professional training for adolescents from refugee and host communities in West Nile
The interventions will be implemented in Omugo sub-county Arua district (St. Jude VTC), Rhino Camp refugee settlement (Rigbo Sub-county, Madi okollo district) and Odupi sub-county (Imvepi refugee settlement) Arua district.
The overall objective is poverty reduction and sustainable improvement of living conditions of young refugees and host communities in West Nile through skills development for self-employment.
The project will contribute to infrastructure development at Omugo Vocational Training Centre and conduct skills training in Rhino Camp and Imvepi refugee settlements using the Creative Capacity Building approach.
Kulika Uganda is seeking dynamic, resilient and experienced individuals to join our team for the following positions;
Position Monitoring and Evaluation (M+E) Officer
Reporting to Project Manager
Location Arua
Duration 25 Months
Purpose of the JobThe Project Officer shall be responsible for assisting in the promotion of appropriate skills, product promotion and innovation for improving livelihoods of the targeted individuals and communities.
The officer will support the development and implementations of Kulika Uganda strategies and activities within the project area. He/ she will define project objectives and oversee quality control of the project.
Key Functions/ResponsibilitiesProject Administration and Implementation To ensure high quality project implementation
Making regular field visits to the project locations
Assist the Project Manager in the drafting of project reports, preparing estimates for budgeted activities, monitoring budgets and expenditure, fundraising and proposal development, and undertake monitoring and evaluation tasks.
Provide technical support/guidance to management to develop simple and value- adding operational strategies and tools
Reporting
Write monthly, quarterly, semi-annual reports relating to the progress of the project, as deemed necessary, for the successes and challenges of the projects.
Ensure reports are submitted in
a timely manner, meeting reporting requirements.
Ensure quality management and timely accountabilities and compliance to systems and procedures
Support Kulika Uganda to seek innovative methods for remote management and monitoring to improve accountability
Project Monitoring and Evaluation
Maintains responsibility for the coordination of project monitoring and evaluation
Follow up with coordinators by providing technical, logistical and organizational support to ensure continued engagement in project activities
Develops evaluation plans and implements the monitoring and evaluation framework
Information and communication management
Maintain and regularly update the Kulika database on all project related matters
Document electronically impact of projects including project implementation activities
Utilize the communication systems to link the recipients of project activities with the management team
Capacity Building
Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes
Contribute to the implementation of Monitoring and Evaluation Knowledge Management and Learning Strategy
Undertake any other duties assigned
Job Specifications
Degree in Agricultural Extension Education, Agriculture, Forestry, Development Studies, Economics or in a field related to community development.
Post graduate diploma in M + E (Must)
Over 5 years work experience in project implementation and management with the NGO sector or similar sector
Experience in working with communities
Experience of project development and delivery within short timescales
Willingness to work in rural areas
Managerial skills –management degree, management qualification
