Kisumu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions;
Vacancies in the Department of Lands, Housing, Physical Planning & Urban Development
A. Physical Planning & Urban Development Unit
1. County Director of Physical Planning Jobs in Kenya (1 Post)- Job Group ‘R’-
Ref: KSM/CPSB/2017/198
Requirements for Appointment:Be a Kenyan citizen;
Must have a first degree in Urban / Regional Planning or related field from a recognized institution;
Must have served at Job Group “P” and above for three (3) years or must have been in private practice for seven (7) years post registration;
A Masters’ degree will be an added advantage;
Be a member of a recognized professional body;
Must exhibit a thorough understanding of National Goals, Policies and Objectives, Constitution of Kenya; Urban Areas & Cities Act; Devolution Act; Physical Planning Act and the ability to relate them to the Physical Planning function.
Must be computer proficient;
Have demonstrated merit and ability reflected in work performance and results.
Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution; and
Satisfy the requirements of Chapter 6 of the Constitution of Kenya
Duties and Responsibilities:
Reporting to the Chief Officer, Lands; Housing; Physical Planning & Urban Development; The County
Director of Physical Planning shall:-
Organize, manage and administer the County Spatial planning function.
Implement the physical planning legislation and related legislations in the County
Formulate County specific physical development policies, guidelines, standards and strategies in line with national principles, norms and standards
Responsible for the preparation of County and Local Physical Development Plans
Formulate and ensure the implementation of physical development policies; national, regional,
County, urban specific, strategies, and standards
Ensure effective enforcement of physical planning rules, regulations and compliance with approved physical development plans
Supervise the professional and technical performance of Sub County Physical Planning Units
Undertake studies and research on County specific matters related to physical planning
Prepare an annual status report on the physical planning matters in the County for submission to the County Executive Member responsible for Physical Planning
Responsible for the preparation of County Spatial Plan; Integrated Development Plan, Local Physical Development Plans.
Evaluate and process applications for development permission and recommend to the Chief Officer for approval
Oversee planning and budgeting processes for projects/programmes in the Section
Prepare performance targets, work plans and contracts for the Physical Planning section.
Mobilize resources including managing, mentoring and development of staff.
Collaborate and partner with local, regional, national and international stakeholders on matters relating to physical planning.
Terms of Service: Permanent/ Contract.

2. Senior Physical Planner Jobs in Kenya (4 Posts) - Job Group ‘M’ Ref: KSM/CPSB/2017/199
Requirements for Appointment:
Be a Kenyan citizen;
Have a first degree in Urban & Regional Planning or related field from a recognized institution;
A Master’s degree will be an added advantage;
Must have served in the Public service at Job Group “L” for a period of three (3) years.
Must have private sector experience in Spatial/ Physical Planning for a minimum period of five (5) years;
Must be a member of a recognized professional body;
Must be computer proficient.
Have demonstrated merit and ability as reflected in work performance and results
Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution
Satisfy the requirements of Chapter 6 of the Constitution of Kenya
Duties and Responsibilities:
Reporting to the County Director of Physical Planning, the County Physical Planner shall:
Prepare County and Local Physical Development Plans
Formulate and ensure the implementation of physical development policies; national, regional,
County, urban specific, strategies, and standards
Be responsible for ensuring effective enforcement of physical planning rules, regulations and
compliance with approved physical development plans
Supervise technical staff in the Physical Planning section
Undertake studies and research on County specific matters related to physical planning
Undertake regional, national and international studies on matters relating to Physical Planning and localize them as per best practices adopted.
Implement the Physical Planning legislation and related legislations in the County
h) Any other function as may be delegated by the County Director of Physical Planning
