13. Assistant Energy Regulation Officer Jobs in Kenya - JG ‘H/J’ (2 Posts) Ref: KSM/CPSB/2017/210

Reporting to Director Energy and Mining

Duties and Responsibilities
• Responsible for the regulation and licensing of retail petroleum service stations
• Assist with the design and maintenance of regulatory and compliance governance structure and documentation
• Provide technical support to stakeholders on basic queries
• Assist with the regulation and licensing of County gas reticulation systems
• Responsible for the regulation and licensing of designated parking for petroleum tankers
• Assist with the design and maintenance of compliance monitoring activities
• Assist with the design and maintenance of the regulatory and compliance framework in governance structure and documentation
• Review regulatory change updates, ensuring key messages are communicated to stakeholders

Requirements for Appointment
• Be a Kenyan citizen
• Be a holder of a Diploma in Petroleum Management or Energy Studies
• At least two (2) years’ experience in energy management
• Must have effective communication skills
• Proficiency in computer applications
• Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution; and
• Satisfy the requirements of Chapter 6 of the Constitution

Reporting to Director Energy and Mining

Duties and Responsibilities
• Implement energy projects including design and dispensation
• Promote energy conservation awareness via events such as presentations, workshops and conservation projects
• Provide technical support in carrying out feasibility studies and maintain data with a view to availing the same to developers of petroleum energy resources and infrastructure
• Responsible for the protection of energy infrastructure including oil and gas fields, pipelines, refineries, power plants, control centres, electric supply lines, substations and depots
• Ensure that all data presented to the client is accurate, timely and meets the highest service quality standard possible.
• Ensure that expected and needed data and possible problems are provided to the client.
• Accurately complete all required forms, databases and reports (i.e. service vouchers, lost/damaged equipment, site survey and End of Job Customer Survey (EJCS) report.

Requirements for Appointment
• Be a Kenyan citizen
• Holder of a BSc. in Petroleum Engineering, Petrochemical Engineering or Energy Studies
• Be a member of a professional body in good standing
• At least three (3) years’ working experience in the energy sector
• Must be able to demonstrate understanding of energy issues
• Must possess good communication, arithmetic, data entry and recording skills
• Proficiency in computer applications

• Conduct community sensitization and coordination of all CSR activities
• Assist in planning, coordinating, implementing, and monitoring special events, projects, or programs
• Demonstrate an ability to develop positive relationships within the community
• Generate and support communication and action that actively involves those associated with and affected by departmental activities

Requirements for Appointment
• Be a Kenyan citizen
• Be a holder of a Diploma in Community Development Studies, Social Work or any related field, with three (3) years’ experience in community mobilization; OR
• A first degree in Social Work, Community Development or Sociology
• Proficiency in computer applications
• Excellent stakeholder management skills with ability to challenge, influence and motivate at all levels in the organization
• Effective communication skills and interpersonal relations
• Demonstrates an ability to self-evaluate, improve performance by accepting and utilizing feedback, strengthen weaknesses, and use strengths advantageously.
