3. KIBU/ADM/03/12/2016: Kibabi University Registrar (Planning, Partnerships, Research and Innovation) Jobs in Kenya - Scale 15 (1 Post)
QualificationsPh.D. in relevant area with 12 years working experience, three (3) of which as Deputy Registrar Scale 14 or its equivalent.
Must be registered with relevant professional body.
ICT Competence.
Responsibilities
Reporting to the Deputy Vice Chancellor (Planning, Partnerships, Research and Innovation), the incumbent shall be tasked with the following duties and responsibilities:
Providing leadership in pursuit of the Mission and Vision as outlined in the Strategic Plan.
Initiating, coordinating, implementing, monitoring and evaluating strategic plans.
Initiating, coordinating and implementing divisional plans.
Co-coordinating of research, extension and outreach programs and ensure skills and technology transfer to industry and society.
Mobilizing of financial support for extension programs and activities.
Promoting and co-ordination of publications and extension services.
Promoting management and collaboration in extension linkages, programs and activities.
Carrying out other planning, research and extension functions that may contribute to the welfare of the institution.

Qualifications
Ph.D. in Finance, Accounting or Economics and CPA with 12 years working experience 3 of which as Deputy Finance Officer Scale 14 or its equivalent.
Be registered by a recognized professional body.
ICT Competence.
Duties and Responsibilities
The Finance Officer shall be a Member/Secretary of the Finance and Accounts Committee. He shall be present in the proceedings of the Management on matters which have financial implications.
The Finance Officer shall maintain minutes of the meetings of Finance and Accounts Committee and the committees appointed by the Finance and Accounts Committee.
The Finance and Accounts Officer shall be responsible for presenting the annual budget, statement of accounts and audit reports, to the Finance and Accounts Committee and to Management.
Reporting to the Deputy Vice Chancellor (Administration, Finance and Development AFD), the incumbent shall:
Exercise general supervision over the funds of the University, and shall advise the Deputy Vice Chancellor (AFD) and the Vice-Chancellor as regards the finances of the University;
Hold
and manage the funds, property and investments, including trust and endowed property, for furthering any of the objects of the University;
Ensure that the limits fixed by the University for recurring and non-recurring expenditure for a year are not exceeded, and that all allocations are expended
for the purposes for which they are granted or allotted;
Oversee the state of the cash and bank balance and of investments;
Oversee the progress of collection of revenue and advise the Deputy Vice Chancellor (AFD) and the Vice- Chancellor on the methods to be employed for collection;
Have the accounts of the University audited regularly and as per the provisions of the Law;
Ensure that registers of buildings, land, equipment and machinery are maintained up-to-date and that the stock taking of equipment and other consumable materials in all offices, constituent colleges, workshops and stores of the University is conducted regularly;
Propose to the Vice-Chancellor that explanation be called for unauthorized expenditure or other financial irregularities from any member of the University;
Propose to the Deputy Vice Chancellor (AFD) that explanation be called from any non-academic member for unauthorized expenditure or irregularities in any particular case, for any information and returns that he/she thinks necessary for the proper discharge of his/her financial responsibilities; and
Exercise such other powers, perform such other official duties, and discharge such other financial functions as are assigned to him by the Vice-Chancellor or as prescribed by the Law.
