Requirements for AppointmentBe a Kenyan Citizen;
Be a holder of Bachelor's Degree in Civil Engineering/ BSc. Water and
Environmental Engineering, BSc. Water Engineer or any other relevant degree;
Masters Degree in Civil Engineering/ MSc. Water and Environmental
Engineering, MSc.
Water Engineer or any other relevant Masters will be an added advantage;
Have knowledge, experience and a distinguished career of not less than five (5)
years in the specific area;
Satisfy the requirements of Chapter Six on Leadership and Integrity;
Demonstrate a high degree of professional and technical competence in work
performance and results.
Demonstrate a thorough understanding of devolution, the County Development
objectives and Vision 2025.
Be a strategic thinker and results oriented.
Have excellent communication, organizational and interpersonal skills;
Duties and Responsibilities
The County Chief Officer shall be the authorized person in the exercise of delegated
power and shall be responsible to the respective County Executive Member for:-
General administration and coordination of the County Department;
Initiating, developing and implementing policies and sector plans;
Formulating and implementing effective programs to attain County’s vision 2025
and sector goals;
Developing and implementing Departmental strategic plans;
Promoting and Ensuring compliance with National values and Principles of good
governance;
Determining, managing and developing department’s workforce including
implementation and monitoring of performance management systems;
Overseeing management of finances, preparation of budget estimates, annual
work plans and programmes;
Performing any other duties as may be assigned from time to time.
