Duties and ResponsibilitiesAn officer at this level will be deployed to perform duties and responsibilities that will entail: -
Planning, direction and supervision of all activities related to tenders, designing, inspection and administration of supply contracts;
Establishment of standards and final preparation of specifications for plant, vehicles and equipment;
Control of Mechanical Transport and Plant Funds and Monitoring Funding Scheme expenditure, income and cost variations and recommending charges to hire rates and maintaining records of vehicles and plant maintenance costs for replacement programming;
Control and supervision of all activities of the central workshops including repair and overhaul of plant, vehicle and mechanical equipment and manufacture works;
Control of funds allocated to central workshops;
Implementation of maintenance and overhaul programmes and standards;
Preparations of progress and output reports;
Assessing and advising on workshop, facilities, manpower and training requirements;
Direction and coordination of all mechanical engineering functions at the Mechanical and Transport Department;
Monitoring vehicle and plant availability and utilization, planning and directing measures to improve availability and utilization in liaison with the users;
Assessing and advising on workshop facilities;
Control and supervision of all planning programmes related to mechanical, engineering in the department;
Long-term planning for equipment management and workshop development programmes.
Requirements for Appointment
For appointment to this grade, an officer must have: -
Served in the grade of Senior Superintending Engineer (Mechanical) or a comparable and relevant position in the Public Service for at least three (3) years;
A Bachelor’s Degree in Mechanical Engineering or any other relevant and equivalent qualification from a recognized institution;
Been registered by the Engineers Registration Board of Kenya;
Current valid annual Practicing License from the Engineers Registration Board of Kenya;
Corporate Membership with the Institution of Engineers of Kenya (IEK);
Attended a Strategic Leadership Development Course not less than six (6) years from a recognized Institution; and
Demonstrated general administrative ability required for direction, control and implementation of mechanical engineering programmes.
