General Job description

The job holder is expected to provide professional advise, expertise and practical assistance to the staff of designated end-user of AM AM Investment PLC in contracting strategies, reviewing scope of work, contractor pre qualification, completion of contract controls, contract administration, progress of construction, work measurement report, preparation of payment certificates and follows up timely payment processing.

He/she is responsible to ensure that the overall quality of tender and contract administration effort is in accordance with the established company procedures and expectations. He/she is also responsible manage teams to undertake nationally and internationally accepted Proposals and Tenders and build partnerships with clients to meet needs and objectives in order to facilitate the securing of new and future projects for the Company.

Major tasks & Responsibilities:

  • Responsible for the effective and efficient administration of contracts to deliver the potential opportunities provided through the tender process; identifies commercial risks and opportunities before entering into contractual agreements and maintains contract performance through out the project cycle.

  • Implements and monitors the predation of bid documents, contract administration, progress of construction projects, work measurement reports, preparation of payment certificates and follows up timely payment processing.

  • Responsible for developing, maintaining, reporting and monitoring contract performance and investigating corrective actions to improve and enhance performance.

  • Reviews developed estimates based on historical data, engineering take offs, vendors, sub-contract proposals, site conditions, clients expectations and requirements.

  • In collaboration with Finance Dept of the Company insures the timely Preparation and request of financial claims and follow up of collections; ollows up bonds expiry date Handles the day-to-day contractual letters exchanges made between the Division and project management

  • Coordinates work with operations and other support services to develop direction and guidelines for preliminary and final operations Project Execution Plan (PEP) to ensure schedules, critical milestones and procurement deliverables are met, according to tender requirements

  • Communicates with clients as required and works for ensuring optimum tender price as well as effective post award provisional and final handovers.

  • Interfaces with Sub contractors on scope and pricing issues as a representative of the Company and to develop and hand over to Operations complete packages to build awarded projects including budget

  • Gives approvals to sub-contractors’ payment

  • Prepares technical qualification documents
    Manages the effective commercial reporting of cost, value/budget, risk and opportunities to applicable contracts and tracking against approved government rules and procedures.

  • Ensures compliance with the Integrated Management System and corporate governance including providing commercial appraisal of projects for external audit purposes

  • Operation Planning: Prepare master work & resources schedule of new project in cooperation with project staff, discuss and
    agree with company management and get approval form employer and consultant

  • Prepare annual plans & budgets of the company involving all department

  • Prepare performance targets of equipment, material and labor for new projects.

  • Distribute a copy of the agreed master schedule to all departments so that they can deliver their part for a successful implementation of the plan.

  • Revise the plans of on going projects on quarterly basis by considering the projects status and do the same for the master schedule annually

  • Follow up on payment certificate approval to payment

  • Insure timely finical claim preparation and follow up to collection along with finance dept.

  • Insure timely preparation, submission and collection and bonds and guarantees

  • Ensures that the decisions taken regarding the contract administration activities are optimal for the delivery of the AM AM INVESTMENT’s vision and goals

  • Develops and maintains relationships with procurement and legal colleagues, business leads, internal customers, contractors, suppliers and the supply chain.

  • Collects and analyzes Construction marketing information and keep marketing data for future planning in determining the company’s market share

  • Ensures processes and systems are established for the appropriate storage of all contractual documentation to be responsible for contract relationship management to foster a collaborative and trusted approach

  • Supports, and where necessary leads, key negotiations with prospective customers, partners, contractors, sub contractors and suppliers

  • Performs all related duties as required.

    Job Requirements

    Qualification

  • BSc Degree or above in Civil Engineering, Construction Management or related

    Work Experience

  • 8/6 years of experience for BSc/MSc degrees respectively preferably in the Construction Industries, particularly in a Contract Administration role

  • Work experience as a multi discipline professional in planning/ Project Tendering and contract management is advantageous

    Special Skill and Knowledge

  • High level of negotiation skills with proven experience in directing and motivating a skilled team of professionals, in the effective management and administration of major contracts

  • Significant experience and detailed practical knowledge of contract management and administration

  • Strong commercial awareness

  • Excellent interpersonal skills and ability to form effective working relationships

  • Ability to negotiate at the highest level

  • Excellent knowledge in tendering, proposal and contract development and ability to draft complex commercial contracts and present for legal review
