The Kenya Urban Roads Authority (KURA) is a State Corporation under the Ministry of
Transport, Infrastructure, Housing, Urban Development and Public Works, established by the
Kenya Roads Act, 2007.
Our core mandate is to manage, develop, rehabilitate and maintain national urban road networks.
The Authority seeks to recruit dynamic, innovative and experienced individuals to fill the
under-listed positions.
Positions in Job Grade 10 to 4 are on permanent and pensionable terms while those in job grade 2 and 3 are on a three year contract renewable depending on performance.
Director, Urban Roads Development
REF: KURA/URD/D/19/1
Duties and Responsibilities
Overseeing preparation of short, medium and long term road works programmes;
Coordination of preliminary and detailed engineering road designs;
Oversee the preparation of preliminary and detailed engineering designs of road structures;
Coordinating preparation and finalization of road works tender;
Overseeing preparation of procurement plans for road work programmes;
Liaising with external financing agencies for resource mobilization;
Reviewing standards and specifications for road works;
Supervision of roads and structures works contracts;
Coordinating preparation of directorate budget;
Ensuring expenditure controls and measures within the directorate;
Facilitating resource mobilization from government and development partners;
Facilitating resource mobilization through public private partnerships;
Enhancing efficiency in utilization of financial resources;
Enhancing knowledge transfer and capacity building by encouraging partnership of
foreign consultants and contractors with local firms in undertaking projects/consultancies;
Building capacity of young professional graduates through internship in projects;
Undertaking regular road safety audits during road development
Overall responsibility for implementation of the directorate strategic objectives; and
building the capacity of staff and managing performance.
Qualifications and Competencies
For appointment to this grade, the ideal candidate must: -
Have a minimum of twelve (12) years’ experience in relevant work and at least five (5)
years in a management role in the Public Service or in the Private Sector;
Have a Bachelor’s degree in Civil Engineering or equivalent qualification from a
recognized institution.
Have a Master’s Degree in a relevant field from a recognized institution
Be registered by Engineers Board of Kenya as
a professional Engineer with a minimum
post registration experience of eight (8) years.
Have a valid annual Practicing License from the Engineers Board of Kenya.
Have a certificate in Leadership Course from a recognized institution.
Be a member of the Institution of Engineers of Kenya (IEK).
Have proficiency in computer applications.
Fulfil the requirements of Chapter Six of the Constitution; and
Demonstrate merit and ability as reflected in work performance and results.
