Job Description

This is the entry and training grade for degree holders in this cadre. An officer at this level will work under the guidance of a senior officer.

Duties and responsibilities at this level will entail assisting in:

Implementing the annual procurement plan;

Providing secretariat to committees’ incidental to procurement of goods and services and disposal of assets;

Building capacity of the organization in procurement management;

Ensuring all goods and services purchased comply with the Council’s standards;

Reviewing and monitoring procurement budget expenditures against the procurement plan;

Conducting analysis reports on performance for forecast and budgets;

Providing technical support on matters relating to procurement processes and procedure;

Reviewing tender notices;

Reviewing notification of award/regrets and tender acceptance process;

Compiling and evaluating tenders;

Formulating supplies, procurement and inventory manuals; and

Safeguarding tenders, quotations and request for proposals.

Person Specifications

For appointment to this grade, a candidate must have:

Bachelors degree in any of the following: Supply Chain Management, Procurement, Purchasing or equivalent qualification from a recognized institution;

Membership to professional body where applicable and in good standing;

Proficiency in computer applications; and

Fulfilled the requirements of Chapter Six (6) of the Constitution.
