Job Summary:Reporting to the Procurement Manager, the Procurement Officer (Contracting) shall be responsible for developing and implementing sourcing approaches to meet KRCS’s supply needs based on plans, procedures, and requests received alongside the Procurement Manager.
They will be primarily responsible for executing the contracting process and supplier relationship management in accordance with the procurement policy and practices that includes awarding and monitoring a variety of contracts; and for developing, issuing, and managing post-award administration of formal requests for proposals, RFQs, and other miscellaneous solicitations within limits of delegated authority.
Serve as the supplier Relations Officer responsible for all aspects of contractual agreements.
Job Responsibilities:To support the implementation of the procurement strategy including sourcing and contracting activities that generate benefits and achieve financial savings targets.
Coordinate the procurement processes, e.g., timely issuance of orders and contracts to successful bidders, communicating with bidders, tracking order deliveries, and sending feedback internally on any delays, participating in evaluations, preparing evaluation reports, supporting the preparation of Contracts, Framework Agreements, and amendments thereof.
Liaise internally and provide support to user departments and various projects for their operational requirements in the preparation of tender documents, negotiation process, contract award, and subsequent revisions/management to existing contracts.
Coordinate the technical evaluations of tenders including technical meetings. Assist in assessing the impact of contract exceptions in order to produce a recommendation for the award of the contract, in accordance with the agreed time schedules of the contractual strategy.
Provide support in negotiating contracts and writing contractual documentation with suppliers to ensure that service, quality, added value, lowest total cost, security of supply, and the deployment of the supplier’s capabilities in innovation are secured.
Prepare tender notifications to both successful and unsuccessful bidders and memorandums to award, submissions for contracts and contract revisions for review by the Procurement Manager.
Follow the execution of contracts, advise on the interpretation of contract terms, and participate in meetings with contractors to discuss and resolve areas of conflict. Prepare amendments and side letters to reflect changing requirements with post-award contract disputes.
Coordinates contract amendment process, ensuring that amendments comply with original solicitations and contract statements of work or specifications.
Follow up on changes or amendments that may be required on orders or contracts already approved to accommodate proposed changes.
Build and foster good internal customer and supplier relationships and effectively manage contracts within a
complex supply chain.
Monitor available vendor framework agreements and undertake vendor rating to check the consistency of vendors in complying with contractual agreements by rating them on delivery times, quality, cost, and any other parameter.
Coordinates a variety of contract administration activities, including the preparation and management of rate and cost adjustments, time extensions, change orders, stop work orders,
Ensure there are fully traceable records that are archived or are in the document management system of all relevant correspondence and documents relating to the procurement function.
Prepare management information reports on a monthly and quarterly basis and requests for information relating to the procurement activities.
Implement and ensure compliance with the Procurement Policy, Procurement Manual, and established Procurement Procedures.
Perform other duties as assigned.
Position Requirements
A bachelor’s degree in any business-related course/ procurement/supply chain
Professional qualification in procurement completed or ongoing (CIPS or CPSP)
Membership to a local professional entity (KISM)
Minimum of 3 years of relevant experience working in Procurement, preferably in an NGO/and/or development program, with in-depth experience in managing complex sourcing processes, contracting and supplier relationships.
Solid knowledge and experience in planning and implementing sourcing activities and processes.
Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities.
Excellent Contract management, negotiations, and relationship management skills.
Experience in some of our key programmatic categories (Supply Chain, Construction, Humanitarian Goods, Education Supplies, Medicines) or indirect categories (External Workers/Consultancy, IT, Property, etc.).
Knowledge of NGO/ Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
Willingness to undertake field travel as required and work in difficult environments according to travel environments.
High level of computer literacy. Especially excellent MS Excel/Word skills.
Excellent oral and written communication skills; Fluency in spoken and written English
Experience in using a Procurement system is desirable.
